摘 要

以新材料为基础的一批新兴产业正在迅速兴起，并成为许多国家新的经济增长点和发展热点。本文在总结前人研究成果的基础之上系统地介绍了新材料产业的发展状况、培育和促进新兴产业发展的政策以及产业政策的内涵、特征及作用以此对新材料这一产业引起关注并明确新材料产业在当年乃至未来世界的战略性作用。

本文在写作上将新材料进一步聚焦在纳米材料的研究上，在总结前人的研究成果的基础上系统地阐述了美、欧、日韩等国家纳米产业的发展现況。接着阐述本文的重点研究部分，即包括美、欧、日韩等国家纳米产业政策的发展历程以及上述各国纳米产业政策的特点及发展趋势，其次分析并研究了我国纳米产业的发展情况，并提出促进我国纳米产业发展的相关政策建议。最后，对以上研究进行了总结，并通过结论提出了对我国纳米产业发展的总体认识和思考。

Abstract

New materials based on a number of emerging industry is the rapid rise，,and in many countries new economic growth point and development focus.This paper summarizes the results of previous studies based on systematically introduces the development of new materials industry, connotation nurture and promote new industries development policy and industrial policy, features and functions of the new material as a cause for concern and the industry clear strategic role in the new materials industry and the future of the world that year.

In this paper, writing new material will further focus on the study of nanomaterials, summarizing results of previous studies based on the systematic exposition of the current status of the development of the United States, Europe, Japan, Korea and other countries in the nanotechnology industry. Then focus on the part of the elaborate this article, which includes the characteristics and trends of development history of the United - States, Europe, Japan, Korea and other countries nanometer industrial policy and industrial policy, said Nano States, followed by analysis and study of the development of China's nanotechnology industry and proposed promote the develop- pment of relevant policy recommendations nanotechnology industry in China. 第一章 绪 论

在世界经济快速发展的今天，新材料产业已经成为世界各国发展社会经济的重点关注对象。它渗透到了我们平时生活的方方面面，对时代的发展起到非常大的作用。同时，它在促进经济发展、促进资源的合理配置、推动产业升级的转型也起着重要的作用。

1.1 研究背景

这些年以来，随着新材料产业的快速兴起，逐渐成为很多国家 关注的焦点话题。在高新技术不断更新进步的今天，当前国际上新材料领域迎来了迅速成熟时期。值得一提的是，新材料产业在发展的过程中也遇到很多问题，如果希望推进新材料产业的迅速发展，必须实行与之相适应的一系列产业政策，为改变经济发展模式，促进资源的优化与配置打下坚实的基础，为此运用相关政策手段来促进该产业的发展变得尤为重要。
