摘 要

目前，科学技术的发展日新月异，包括生物制品，化学制剂和现代中药在内的生物医药产业成为当今世界最活跃的战略性新兴产业之一。生物技术在二十一世纪将扮演至关重要的角色,而生物医药产业正是生物技术最重要的应用。当前我国各地致力于培育和促进战略性新兴产业发展,因此对生物医药产业的研究具有较强的理论意义和实践意义。

本文首先从生物医药产业的内涵特点，生物医药产业发展现状，培育和促进生物医药产业发展的政策措施等方面对现有研究成果进行综述；其次，从产业分布空间特征、重点技术和细分领域（如微生物、酶工程、单克隆抗体、转基因技术）、重点生产基地和厂商等方面分析世界生物医药产业发展现状；接着阐述了本文的重点研究内容，从以上各方面分析了上海生物医药产业发展现状，并总结了若干存在的问题；在这之后，根据上海生物医药产业的实际情况，本文提出了一些促进上海生物医药产业发展的政策建议；最后，对以上研究内容进行了总结，并提出来相应的启示，探讨了我国该如何借鉴发达国家的相关经验来做出相关改革，促进我国生物医药产业的发展。

The development status and problems of bio pharmaceutical industry in China

Abstract

At present, the development of science and technology is rapid. Bio pharmaceutical industry, including biological products, chemical agents and traditional Chinese medicine, has become one of the most active and strategically emerging industries in the world today. Biotechnology will play a vital role in the twenty-first Century, and definitely the biomedical industry is the most important application of biotechnology. At present, China is committed to cultivating and promoting the development of strategically emerging industries, so the research on the biomedical industry can be of great theoretical and practical significance.

This paper summarized the existing research results from three aspects including the connotation and features of bio pharmaceutical industry, the current situation of the development of the industry, and policies to cultivate and promote the industry; secondly, the paper analyse the basic situation and development of the world bio industry from aspects including the spatial distribution characteristics of industries, key technologies and segments (such as microorganisms, enzyme engineering, monoclonal antibodies, transgenic technology) and key production base and manufacturer and so on ; and then expounds the main research contents of this paper. the paper analysed development status of Shanghai bio pharmaceutical industry from the aspects talked above , and summarizes some problems; after that, according to the actual situation of bio pharmaceutical industry in Shanghai, this paper puts forward some promoting policy recommendations to Shanghai biological medicine industry; finally, the paper summarized the above research contents, and put forward the corresponding enlightenment, and discusses how to learn from the experience of the developed country to make the relevant reform to promote the development of bio pharmaceutical industry in china.

第一章 绪论

当今世界，生命科学发展迅速，生物医药产业正在发生巨大的变革，并快速成长为最活跃的新兴产业之一。由于生物医药产业的发展与人类的生活息息相关,对提高人类的生活质量及延长人类寿命有直接作用，因此其研究将对人类的发展具有极大的现实意义。

1.1研究背景

21世纪，生物技术伴随着人类基因组计划的完成，正在取得前所未有的重大突破。了解当前世界生物医药产业的概况，了解当前医药产业发展中的机遇与挑战，能让我们更全面的把握我国在产业中的位置。准确把握住整体以及研究我国生物医药产业的位置，才能明确找到差距进而往正确的方向进行努力，争取真正地加快生物医药产业发展，推进产业发展进入新的层次。

1.2 研究现状

汪洋（2012）指出：首先，在广义上,生物医药产业是指在新药研发、生产以及疾病的防治、诊断、治疗中，将当今生物技术应用其中而形成的产业。其次，在狭义上，生物医药产业指将生物技术应用于医药的产业，而这个生物技术主要指发酵工程、基因技术、细胞工程和酶工程。《生物产业发展“十一五”规划》指出：生物医药产业在狭义上就是指生物技术产业，广义上包括两大独立的制造业板块，一是指医疗器械制造业，二是由化学药、中药、生物技术药物等组成的医药制造业。

张玲玉（2012）认为：除了与其他产业有类似点外，生物医药产业有其独一无二之处。纵观生物医药产业的整个过程，该产业有几个主要的特征：高风险高收益、极强的创新性要求、新产品研制周期长、入行门槛高。除此之外，中国生物工程学会(2010)认为生物医药产业呈现出高成长的特点，指出生物医药产业的市场需求潜力非常可观。
