摘 要

本文阐述了我国研发服务业现状及存在的问题，并且根据问题，提出了相应的建议。首先，阐述了我国研发服务业现状。我国的研发服务业，由于起步较晚落后于西方发达国家，很多方面都存在着不足之处。存在不足的原因主要有三个方面：一是，产业环境建设不足；二是，行业发展建设不足；三是，高素质人才队伍缺乏。其次，还分析了国外先进的研发服务业，并从中得到几点启发。最后，根据不足存在的原因，分别从产业环境、行业发展、人才建设三个角度，提出相应的建议和对策。与此同时,本文内部通过举例来验证国外研发服务业在发展过程中的积极启发,所举事例都涉及到了一些数据以便让文章更具说服力。通过对此类问题的研究，本文希望能够拓宽国内当前的研究范围，并通过对具体问题解决途径的探讨，来为相关组织提供一定的参考价值。

Research on Problems And Measures of Ramp;D Service Industry

Abstract

In this paper, the status quo and the problems of Ramp;D service industry in our country are described, and some suggestions are put forward.China's Ramp;D service industry, due to a late start lag behind the developed countries in the west, are deficiencies in many aspects of it.There are three main reasons for the problem: first, the industrial environment construction is insufficient; second is that the industry development and construction is insufficient; third is, the high quality talented person troop lacks.Secondly, it also analyzes the foreign advanced Ramp;D service industry, and obtains some inspiration from it.Finally, according to the reasons of the shortage, from the industrial environment, industry development, the construction of three perspectives,I put forward the corresponding suggestions.At the same time, this paper is to verify the positive inspiration of foreign Ramp;D service industry in the course of development.Through the study of this problem, this paper hopes to can broaden the scope of the study, and through the discussion of the ways to solve the specific problems, to provide a certain reference value for related organizations.

第一章 绪 论

21世纪以来，伴随着经济的快速发展和迅猛提升的工业化水平，各国的发展与现代服务业越来越紧密，在这一点上，发达国家表现得更为明显。研发服务业作为新领域对现代服务业有很大积极意义 。近几年，在我国上海、北京、东部沿海等地区逐渐兴起(郭丽峰,2010)。

近来，研发服务业迅速成为政府关注的热点，政府对于研发服务业的研究也越来越到位，急切希望提高研发业的竞争力。调整经济结构和转变经济发展方式作为在中国被明确提出战略目标，对我国进入科技强国具有积极意义，现代服务业的发展将是调整经济结构，发展环保、节经济的重要一步。这是由于研发服务业的迅速增长和增长给其他行业带来的高额附加价值。由于研发产业与传统产业之间存在很大的不同，而在国内，对于研发产业存在的问题及对策的论著又并不十分丰富，所以为了实现我国研发服务业的快速发展，就必须抓住研发服务业的内在特征，把握好规律。理论上的进步对于改变各行业创新能力低下和服务业水平不足的局面具有重要意义。
