摘 要

小微企业的发展对于国家的影响至关重大，我们不能单纯依靠柱天踏地的大企业，而忽略功不可没的小微企业。一定意义上，小微企业促进了国家经济以及社会的发展，对于我国的长治久安功勋卓著，所以我们必须重视小微企业的发展。小微企业技术水平低下、生产规模较小，管理水平滞后，人员匮乏，人才流失速度很快，而小微企业横向战略联盟的形成能共享资源、共同承担风险成本,可以有效解决小微企业发展中的问题，帮助小微企业摆脱逆境。

首先本文从多个理论视角出发，解释了小微企业横向战略联盟的形成动因，如交易成本理论，价值链理论，社会网络理论，企业能力理论。再次分析了小微企业横向战略联盟的信任、协调、利益分享和风险防范机制。最后通过深入了解动因和机制，可以帮助小微企业摆脱困境，帮助小微企业稳定发展。

最终，通过以上的分析，本文从企业，行业，国家三个角度出发，提出了提高小微企业横向战略联盟运行绩效的措施，以帮扶小微企业的发展。

The study on formation motivation and operating mechanism from horizontal strategic alliance of small-micro enterprises : Explaining from multiple theoretical perspectives

Abstract

Development of small-micro enterprises impacts the state vitally, we can not rely upon the large enterprises only, or neglect the contribution of small and micro enterprises. In a sense, the development of small and micro enterprises play a role in economic and social stability ,for our country's long-term stability, we must attach importance to the development of small and micro enterprises. Small-micro enterprises have many problems: Low levels of technology、small scale of production、 management level lag、staff shortages、fast brain drain. Horizontal strategic alliance of small-micro enterprises can share resources, share the cost of risk can effectively ,solve the problems above and help small and micro enterprises out of the woods.

 From the perspective of a number of theories ,this article explains the formation movement of horizontal strategic alliance of small-micro enterprises ,such as transaction cost theory, resource-based theory, value chain theory, social network theory and enterprise competence theory. This article analyses trust, coordination, benefit-sharing and risk prevention mechanisms. Through understanding the motivation and mechanisms of horizontal strategic alliance of small-micro enterprises ,we can help small-micro enterprises to get rid of the plight, and help them to develop stably.

第一章 绪论

1.1 研究背景，意义，目的

随着我国经济的持续发展，小微企业的数量与日俱增，在现代经济制度小微微企业是比较活跃的一个部分，如今小微企业以成为推动社会经济繁荣发展的重要力量。在国际化的影响下，在我国，小微企业的生存环境是水深火热的，面对着着很多问题，例如转型难，成本高但收益少，劳动力水平低下，资金底子薄，税率高，集资难等等。小微企业在不断地寻找出路，但因为各方面条件的束缚，它的发展状况仍不够乐观。国务院这几年也推行了一些支持小微企业发展的策略，对于小微企业来说，政策的制定既是机遇也是挑战。而此时原料和劳动力成本的上升更让小微企业步履艰难。由于小微企业数量的增加，竞争压力比较大，可是，随着国际金融危机、欧债危机等经济寒流的相继来袭，以及国内通货膨胀的经济现状，绝大多数的小微企业的发展受到严重地影响，经营状况很差，甚至难以生存。为此，为了抢占市场，寻求利益，小微企业需要达成战略联盟，改善自身的运营情况。

为了从源头上解决小微企业目前遇到的问题，提出针对性的对策，必须了解小微的本质。本论文主要探讨的是小微企业横向战略联盟形成动因与运行机制，通过对形成动因的分析，可以知道小微企业不完善之处的原因，对症下药，制定相应对策，通过对运行机制的分析，可以发现小微企业运行过程的问题，找出欠缺之处，及时解决与改善。本文尝试从多角度进行解释，深入地探讨小微企业横向战略联盟。
