摘 要

目前，我国的医疗器械行业正处在飞速发展的黄金时期，与此同时还面临较多的科研风险，这对我们国家医学事业的发展来说并不乐观，因此加强对医疗器械研发进行风险管理应当刻不容缓。本文通过文献研究法和案例研究法对医疗器械的相关定义与国内外研究现状进行研究，重点分析了关于医疗器械的界定与项目研发的过程、特点；而后结合国内外研究现状及历史发展以及相关理论知识提出了现阶段医疗器械项目研发所面临的风险，结合理论研究和研发项目实例，针对风险提出了相应的风险管理措施，其中技术风险措施体现在提升自身科技水平、积极开发新技术两方面，管理风险措施体现在突出各方责任，提升全员风险管理意识、建立完善有效的组织机构，搭建信息交流平台、加大宣传培训力度，组织学习相关文件三个方面，市场风险的应对措施体现在准确的市场前景预测和准确的市场定位两方面，政策风险措施体现在密切持续关注法规标准动态与提高知识产权意识两方面，最后是财务风险措施体现在资金分配合理化与开拓融资渠道两方面。以此来促进我国医疗器械项目研发水平，促进我国医疗事业的发展。

Abstract

At present, China's medical device industry is in a golden period of rapid development, and it also faces many scientific research risks, which is extremely unfavorable to the development of China's medical industry, so it is urgent to strengthen the risk management of medical device research and development. In this paper, through the literature research method and case study method, the relevant definitions of medical devices and the research status at home and abroad are researched, and the analysis of the definition and process of medical devices and the characteristics of project research and development are emphasized. The theoretical knowledge puts forward the risks faced at the current stage of medical device project R amp; D. Combining theoretical research and R amp; D project examples, corresponding risk management measures are proposed for the risks. Among them, technical risk measures are reflected in improving their own technological level and actively developing new technologies. The risk management measures are reflected in highlighting the responsibilities of all parties, enhancing the risk management awareness of all employees, establishing a perfect and effective organizational structure, building an information exchange platform, intensifying publicity and training, and organizing the study of relevant documents. In terms of accurate market prospect prediction and accurate market positioning, policy risk measures are reflected in both regulatory dynamics and intellectual property awareness. Finally, financial risk measures are reflected in the rationalization of fund allocation and the development of financing channels. In order to promote the research and development level of China's medical device projects and promote the development of China's medical cause.

医疗器械产业近几年来快速发展，这主要因为人们对健康的认知越来越强，医疗器械项目的研发也被广泛的认为是朝阳产业。全球医疗水平都得到了显著的提升，且市场非常稳定，全世界医疗器械的市场规模在2017年超出了4000亿美元，与2016年相较来说同比增长了4.134%。^【1】2018年也呈现出持续上涨的趋势，市场规模远远超出了4200亿美元。
