摘 要

随着我国教育事业不断发展、学校招生规模不断扩大，不少学校都着眼于学校基建项目建设，旨在提高学校的教学水平和管理水平，然而由于学校基建项目具有复杂性，建设周期长、投资规模大、技术要求高，给学校基建项目审计带来了较大的挑战。学校基建项目审计如果没有落到实处，不仅会导致国家资金的浪费，而且不利于学校教育水平的提高，因此，迫切需要对学校基建项目审计中出现的问题加以分析，针对学校基建项目审计中的问题提出改进对策。

全文分四部分，第一部分说明选题的目的及意义、国内外研究现状以及研究内容与研究方法，第二部分探讨学校基建项目审计的涵义、内容以及开展学校基建项目审计的必要性，第三部分对当前我国学校基建项目审计中存在的问题进行分析，第四部分从学校基建项目审计中存在的问题入手，提出改进学校基建项目审计的对策。

研究结果表明：我国学校基建项目存在资金使用效益不高的现象，基建项目审计的内容和方法上也存在一些问题，基建项目审计的有效性有待提高。

本文的特色：针对我国目前学校基建项目审计的现状进行分析，并剖析其原因，探讨全过程跟踪审计在学校基建项目审计中的应用，并提出将绩效审计中的“3E”审计方法应用到学校基建项目审计的新思路，以丰富学校基建项目审计方法。

Abstract

Along with the continuous development of education enterprise in our country and unceasing scale extending of school recruitment, many schools are focusing on school infrastructure construction to improve teaching and management level of the school. However, owing to the construction of infrastructure projects is complex, the construction cycle is long, the investment scale is large and the technical requirements are high, the big challenges has been brought to the school infrastructure project audit. The audit of school infrastructure projects, if being not implemented, will not only lead to waste of state funds, but also be bad for the improvement of education levels. Therefore, it is urgent to analyze the problems existing in the audit of school infrastructure projects and put forward some countermeasures for the problems in the audit of school infrastructure projects.

The full text is divided into four parts. The first part describes the purpose and significance of the topic, research status at home and abroad, as well as research contents and research methods. The second part discusses the connotation and content of school infrastructure project audit and the necessity of the auditing. The third part analyzes the existing problems in the auditing of school infrastructure projects in China. In the fourth part, the paper puts forward some countermeasures to improve the auditing of school infrastructure projects.

The results showed that in the school infrastructure projects in China fund use efficiency was not high, and there were some problems in content and method of construction project audit, and the effectiveness of the audit of construction projects had yet to be improved.

The innovation of this paper: according to present situations of the school infrastructure project audit in our country, the reasons were analyzed, the whole-process tracking audit application in school infrastructure projects audit was discussed, and the new ideas was also proposed that the "3E" audit method of performance audit should be applied into the school infrastructure project audit to enrich the audit methods of school infrastructure projects.

1.1 选题的目的及意义

一直以来，学校都担负着教书育人、培养适合中国特色社会主义现代化建设的先进人才的重任，深受国家、社会和家庭的重视，而学校的基建项目关系到学校的教学质量，对学生的培养和学校的整体教学水平有着至关重要的影响。近年来，随着我国教育事业的飞速发展，高校的招生规模不断扩大，部分高校的基础设施已经无法满足办学要求，许多高校都在进行校区扩建，同时，许多老化的教学楼、图书馆、食堂和宿舍也需要及时翻新，这意味着要投入很大的工作量去进行基建规划，同时也需要巨额投资来支撑。然而，目前我国学校的基建项目审计仍然不够成熟，部分学校重教育轻管理，缺乏专业的审计人才和详尽的审计规划，资金滥用、乱用的现象较普遍，导致了国家资金的大量浪费和损失。为了更好地提高资金的使用效益，降低建设成本，使国家资金能够最大化、最高效地运用到基建项目中去，提高学校的办学水平，必须分析学校基建项目审计当前存在的问题，规范学校基建项目的审计流程，加强基建项目的审计管理。本文写作的目的是用宏观分析与具体实际相结合的研究方法研究目前我国学校基建项目审计的现状，并针对学校基建项目审计中的问题提出改善对策。

加强对学校基建项目的审计，有利于提高基建项目资金的使用效益，能够在学校基建项目建设的过程中及时发现、揭露和纠正问题，对资金进行合理规划和使用，从源头和过程两个方面防止学校基建项目建设资金的损失和浪费，可以在很大程度上避免重复建设、建设投资效益低下、建设过程效率不高等问题，同时可以有效地控制工程造价，使学校能够更高效地达到预定的建设目标，也能在一定程度上减少渎职、越权、腐败等违规行为，对于遏制学校腐败、加强廉政建设有着重要意义。
