摘 要

对于建筑施工企业而言，为提升自身竞争力，缩减不必要的项目成本，提高自身项目预算能力是不可忽略的方法之一。而项目预算绩效评价工作贯穿项目预算工作的整个流程，是考核并提升项目预算能力的必要手段。

论文主要通过研究我国建筑施工企业项目预算编制概况，分析项目预算绩效评价流程，并运用平衡计分卡方法设计适合我国特点的建筑施工企业项目预算绩效评价指标,再运用层次分析法确定指标权重从而设计形成完整的项目预算绩效评价体系,最后选取某项目B对该模型进行实证分析，评价其项目预算能力并提出相应建议。通过一系列的研究和分析以及最后的实证研究,设立了一套能够运用于建筑施工企业一般项目的绩效评价体系,实证分析也说明了整套评价方法能够有效地对建筑施工企业一般项目预算绩效进行评价。

本文的主要创新点在于将预算绩效评价与建筑施工企业项目管理相结合。预算绩效评价体系在政府等公共部门的研究以相对健全，但对于建筑施工企业而言，其项目预算绩效评价体系的构建尚处于萌芽阶段，需要不断研究发展。

Abstract

For construction enterprises, in order to enhance their competitiveness, reduce unnecessary project costs, improve their own project budget capacity is one of the ways can not be ignored. And the project budget performance evaluation work throughout the project budget work throughout the process, is to assess and enhance the project budget ability necessary means.

This paper mainly studies the project budgeting of China's construction enterprises, analyzes the performance evaluation process of the project budget, and designs the project budget performance evaluation index of the construction enterprise which is suitable for the characteristics of China using the balanced scorecard method, then uses the analytic hierarchy process to determine the index weight Design a complete project budget performance evaluation system, and finally select a project B on the model for empirical analysis, evaluation of its project budget capacity and make corresponding recommendations. Through a series of research and analysis and the final empirical research, a set of performance evaluation system can be applied to the general project of construction enterprises. The empirical analysis also shows that the whole set of evaluation methods can effectively carry out the general project budget performance of the construction enterprises Evaluation.

The main innovation of this paper is combing budget performance evaluation with project management of construction enterprise. Budget performance evaluation system is relatively sound in government and other public sector research, but for construction enterprises, the project budget performance evaluation system is still in the embryonic stage, need to continue research and development.

第1章 绪论

1.1 研究背景

对于我国经济而言，建筑行业是十分重要的一环，其与整个国家经济的发展有着极为密切的关系。随着我国的不断发展，企业投资规模的不断扩大，建筑施工行业在我国国民经济生活中占据着越来越重要的支柱作用。

建筑施工行业作为我国经济体制改革的先行发展领域，在我国经济发展的过程中，承担着体制变革带来的各项成本，并为其他行业的改革提供了十分宝贵的经验，现如今，建筑施工行业已经成为市场化程度最高的行业之一。在市场竞争日益加剧的大环境下，建筑施工企业间的竞争方式主要是通过价格战形式进行，形成了建筑施工行业追求低成本，且收益率较低的特点。在我国加入WTO之后，国外许多大型建筑施工企业也进入中国市场展开竞争，使我国建筑施工行业的竞争更加激烈。同时，由于我国物价水平日益上涨，导致直接材料及直接人工成本大幅度升高，使得建筑施工企业微薄的利润被压缩。

综上所述，建筑施工企业为了在当前严峻的经济环境下生存和发展，必须不断提升管理的精细化程度，从而降低项目成本。而把控施工项目预算，是建筑业企业控制成本，不可或缺的手段。绩效评价在施工项目预算方面起到了重要作用，近年来形式多样、内容各异的绩效评价在施工项目中展开，但从我国目前的情况来看，考核体系仍然停留在评价指标过于粗糙的阶段。另外，绩效考核内容不完善，考核体系过于简单均是当前国内施工项目预算绩效评价存在的突出问题之一。
