摘 要

近三十年来，我国经济高速发展，工业化进程不断提高，但是伴随而来的环境问题对经济社会的持续健康发展提出了严峻的挑战。钢铁企业在国民经济中发挥了重要的作用，但是随着对经济发展的质量和环境保护的标准越来越高，传统的生产经营方式已经难以为继。钢铁企业必须要改变高能耗、高排放、高污染的生产模式，加强对环境绩效的考核评估，提高环境管理水平，优化升级生产方式，实施绿色发展战略。

本文以绿色发展理念下钢铁企业环境绩效评价作为研究主题。首先阐述了研究背景及意义。同时对国内外关于环境绩效的研究概况进行综述。在现有的研究理论基础上，总结并归纳了企业环境绩效的一般性定义。然后本文对绿色发展和企业环境绩效的相关理论进行概述，为下文研究奠定理论基础。接着以我国的钢铁企业为研究对象，研究评价指标体系的构建，这是本文研究重点，论述了指标体系构建的依据、原则与思路、评价的方法步骤等。最后选取B钢铁企业进行案例分析，并有针对性地提出一些如何改进环境绩效的对策。

本文整个环境绩效评价研究从绿色发展理念出发，贯彻了在当前经济新常态下符合我国国情需要的发展战略思想，在评价时，从可持续发展角度，构架了可量化指标和非量化指标相结合的指标体系，使评价结果更具客观性。并且十分注重可行性和可应用性，以期能够在实践中得到有效应用。

Abstract

In the past thirty years, China's rapid economic development, industrialization continues to improve, but with the problems of environment,it poses a severe challenge. Iron and steel enterprises in the national economy play an important role, but with the increasingly high standards of quality of economic and environmental , the traditional production mode of operation has been difficult to sustain.It must change the mode of high energy consumption, high emission and high pollution, strengthen the assessment of environmental performance, improve the level of environmental management, optimize the mode of production, and take the green development strategy.

In this paper, the EPE of iron and steel enterprises under the concept of green development is the topic. Firstly, the research background and significance are described. At the same time, the domestic and foreign researches are reviewed. On the basis of the existing research theories, the paper summarizes and induces the general definition of enterprise's environmental performance. Then, this paper summarizes the relevant theories which lays a foundation for the following research. Then the writer select these enterprises as the research object, and construct evaluation index system, which is the focus,and discuss the its basis , principles and ideas, methods of evaluation steps, etc.. Finally, a case,B steel enterprises,is selected, and some countermeasures are put forward to improve the environmental performance.

The paper starts from the idea of green development, and carries out the develop-

ment of strategic thinking, which is in line with China's national conditions in the new economic situation. And it is very focused on the feasibility and applicability, in order to provide reference for the iron and steel enterprises.And aim to better use of the evaluation system to carry out the relevant environmental performance evaluation.

1.1.1研究背景

2015年11月4日，党的十八届五中全会在制定的《国民经济发展十三五规划建议》正式提出了“绿色发展”理念。随着人们对环境问题的日益关切，绿色发展已经逐渐成为全社会的共识。绿色发展的关键就是要理顺经济社会发展与环自然生态境保护的之间关系。因此需要企业在生产活动中加强环境管理。

近年来，全球变暖、空气污染、海洋污染等一系列环境问题不仅是我国也是全球亟待解决的重要问题。2015年11月举行的巴黎气候大会，达成了一系列全新的协议，力图在减少温效气体排放、适应气候失常影响和融资方面加强国家行动，促进向绿色、低碳经济转型。绿色经济在新的发展形势下一定将成一个新的更具潜力的经济增长点，拥有巨大的发展前景。这既是机遇也是挑战。钢铁生产业具有高能耗、高排放的特点，是对环境带来较大负面影响的产业之一。在这样的背景之下，钢铁企业的环境绩效评价就会非常重要而且紧迫。

1.1.2研究目的及意义

本文以我国钢铁企业的环境绩效评价为主题进行分析探讨，设计环境绩效评价的指标，注重可行性和可应用性，然后构建评价的方法模型，从而实现在评价中既能体现定量指标的影响效果又能够体现出定性评价的影响。最后从实际情况出发提出如何促进绩效评价更加科学完善的相应对策，以期为钢铁企业的环境绩效评价提供借鉴。

本文从绿色发展理念的角度出发，对钢铁企业目前的环境绩效评价进行改进完善，并且在评价体系的建立中融入绿色发展的理念。因此具有一定的理论和现实意义。不仅有利于我国钢铁企业更好的适应当前的发展要求和发展理念，科学有效地评价企业的发展状况，从而正确规划企业的发展战略，以期实现经济效益和环境效益的双赢；同时，也可以为政府职能管理部门加强管理，更好地为经济社会发展提供服务，以及为利益相关者提供科学的环境绩效评价方法，做出科学的决策。
