摘 要

高新技术产业在国民经济发展中占有战略地位，对改变经济增长方式和适应相关产业起着举足轻重的作用，因此中国强大的竞争实力提供了巨大的优势。在努力培育高新技术企业的同时，中国的新型工业化进程也在不断加速，来实现建设创新型国家的宏伟目标。

由于高新技术企业的发展速度、生命周期、财务、成长评价、研发投入等不同于一般企业，仅仅用财务指标评价高新技术企业的绩效存在很多缺陷。

本文对高新技术企业的绩效评价进行深入了研究，基于其独特的类型与特征，提出高新技术企业绩效评价的优化方法，并构建出绩效评价模型，结合实际案例，应用于华为公司。

对于本文的创新：

1. 解释高新技术企业的相关概念和特征，接着概括了高新技术企业绩效和绩效评价的定义、相关的支持理论，分析评价了高新技术企业绩效的方法和绩效评价的现状，指出了绩效评价现存的问题。

（2）选择出最优的高新技术企业绩效评价模型，并分析具体实施步骤。结合实际案例，验证模型，并分析评价的结果和方法。

从理论上讲，本文的研究扩展了高新技术企业的绩效评价结果。从实践上讲，为高新技术企业的发展提供了良好的管理标准，补充和完善了高新技术企业的绩效评价体系。

Abstract

High-tech industries occupy a strategic position in the development of the national economy, and play a pivotal role in changing the economic growth mode and adapting to related industries. Therefore, China's strong competitive strength provides a huge advantage. While striving to cultivate high-tech enterprises, China's new industrialization process is also accelerating, to achieve the ambitious goal of building an innovative country.

Because the development speed, life cycle, finance, growth evaluation, and Ramp;D investment of high-tech enterprises are different from those of ordinary enterprises, there are many defects in evaluating the performance of high-tech enterprises by financial indicators.

This article makes an in-depth study on the performance evaluation of high-tech enterprises. Based on its unique types and characteristics, it proposes an optimization method for the performance evaluation of high-tech enterprises, and builds a performance evaluation model, which is combined with actual cases and applied to Huawei.

For the innovation of this article:

(1) Explain the relevant concepts and characteristics of high-tech enterprises, then summarize the definition of high-tech enterprises performance and performance evaluation, related supporting theories, analyze and evaluate the performance of high-tech enterprises and the status of performance evaluation , Pointed out the existing problems of performance evaluation.

(2) Select the best high-tech enterprise performance evaluation model and analyze the specific implementation steps. Combine real-life issues, validate models and analyze evaluation results and methods.

Theoretically, the research in this article extends the performance evaluation results of high-tech companies. In fact, it provides good management criteria for high-tech enterprise development, complements and enhances high-tech enterprise performance evaluation system.

1.1.1 研究目的

在发展高新技术企业的过程中，客观、准确地评价企业绩效是当前企业管理研究和理论的重点。但是，由于高新技术企业与传统企业之间存在某些差异，因此以前的方法和模型无法应用于高新技术企业。因此，要加速公司的发展，则需要建立科学的绩效评价系统来正确评价业务绩效，还对内部外部利益相关者及国家政府都有非常重要的作用和意义。

本文研究的目的是：通过分析高新技术企业绩效评价现状，进一步发现我国高新技术企业绩效评价方面的不足，探讨改善我国高新技术企业绩效评价的具体策略，并应用于华为公司的绩效评价，分析评价结果，得出研究结论，以期提高高新技术企业绩效评价的合理性和有效性。

1.1.2 研究意义

（1）对国家和政府而言，对高新技术企业的绩效进行仔细评价可以明确其相关的政治支持、更清晰的资本投资方向和最佳的资源利用方式，从而有效地促进业务发展和影响力。
