摘 要

随着人类社会的发展，日益加剧的全球气候问题和环境破坏问题受到世界各国的重视，以绿色创新文化和低碳经济为核心的绿色创新发展理念逐渐深入人心，走绿色创新道路已经成为人类可持续发展的必由之路。钢铁行业作为我国支柱产业其污染排放问题卓著，目前钢铁行业的首要任务就是探索适合自身发展的绿色创新低碳路径，这既是巨大的挑战，也是行业转型健康发展的新契机。

本文首先从绿色创新发展视角出发，结合相关学者的研究，分析了目前钢铁行业传统的绩效评价体系过于单一化，需要建立一个综合全面的绩效评价体系。接着，综合了经济绩效、创新绩效、环境绩效和社会绩效四个方面的评价方法，建立了钢铁行业综合绩效评价体系。并且以鞍钢股份为案例研究对象，利用极值法和熵值法对案例数据进行处理和计算，得出了鞍钢股份近五年综合绩效评价分值结果。最后，根据鞍钢股份综合绩效的得分情况对其生产经营以及绿色创新发展中存在的问题进行了分析，并给出了提高企业综合绩效的相关建议。

通过本文的研究，发现所建立的钢铁企业综合绩效评价体系具有一定合理性和可行性，同时也存在一定不足，希望可以将体系完善后帮助钢铁企业有效评估自身综合绩效，制定具有针对性的绿色创新发展战略。

Research on Comprehensive Performance Evaluation of Angang Company under the Concept of Green Innovation and Development

Abstract

With the development of human society, the damaging global environmental and climate problems attract worldwide attention. The concept of green innovation and development with green innovation culture and low-carbon economy as the core has gradually penetrated the hearts of the people. Taking the green innovation road has become the inevitable course for sustainable of human beings. As the pillar industry of our country, steel industry has outstanding pollution emission problem. At present, the primary task of steel industry is to explore the green innovation and low-carbon path suitable for its own development, which is an opportunity and challenge for the transformation and healthy development of the industry.

First, combined with the research and analysis of relevant scholars, from the orientation of green innovation development, it is considered that the traditional performance evaluation system of steel industry is too single, it's still urgent to establish a comprehensive evaluation system. Then, combined the evaluation methods of economic, innovation, environmental and social performance, and established the comprehensive performance evaluation system of steel industry. Taking Angang Steel as the case study object, the extreme value method and entropy method are used to process and calculate the case data, and obtained the comprehensive performance evaluation results of Angang Steel in recent five years. Finally, according to the score of comprehensive performance of Angang Steel, this paper analyzes the problems existing in its production and operation as well as low-carbon development, and gives some suggestions to improve the comprehensive performance of the enterprise.

In this paper, it is concluded that the established performance evaluation system of steel enterprises has certain expedience and feasibility, but also has certain deficiencies. It is hoped that the system can be improved to help steel enterprises effectively evaluate their comprehensive performance and develop a targeted green innovation development strategy.

绪 论

研究背景

随着现代化的工业文明迅速发展，人们加速生产取得物质财富的同时，也将出现威胁人类健康和生存环境的一系列问题，例如过度利用自然资源，能源短缺，生态环境恶化等等。由于人类大规模的工业生产，温室气体大量排放，全球的气候正在逐渐变暖。在当前人类面临资源，能源，环境和气候变化日益严峻的问题的情况下，如何实现生产、资源与环境间的协调发展，以创造更高的生活质量和更多的发展机会成为人们迫切需要解决的主要问题。

中国是世界上最大的能源消费国和碳排放国,随着我国城市化进程的推进，不得不重新审视生态破坏带来的影响。党的十八届五中全会提出了“创新、协调、绿色、开放、共享”五大新时代发展理念，我国坚持减缓排放与提高企业活力并重，亲身融入全球气候治理之中，承当大国应尽的责任，对应了“绿色”这一理念。与绿色发展理念对应的还有“低碳经济”理念，这一理念受到世界各个国家和社会团体的拥护与推行，如何在发展经济的同时控制碳排放量也成为各个国家的重要课题。
