公办高中绩效评价体系构建与应用研究——以南通某学校为例

摘 要
公办高中是由政府拨款建设,办学规模和数量超过民办高中,且入学门槛与学习费用相对较低,教学办公设施较为完备。公办高中教育作为基础教育与高等教育的衔接,起到承上启下的作用,具有重要意义。因此,针对不同公办高中的实际情况,确定合理的绩效评价体系并进行实践应用,对于提高教育教学质量,响应国家“ 科教兴国”的战略具有一定的理论和现实指导意义。
本文首先回顾了绩效评价的相关文献与理论,分析了公办高中绩效评价体系构建在教师、资金投入及使用、后勤管理方面的现状与问题,然后从教师绩效评价、资金投入及使用绩效评价、后勤管理绩效评价三方面构建公办高中绩效评价体系,在此基础上以南通某高级中学为案例,将所构建的体系进行实践应用,论文研究对于我国公办高中有效的开展绩效评价具有一定的借鉴和参考价值。
论文研究表明:(1)从教师方面构建公办高中绩效评价体系,能反映出教师教育质量是否优良;(2)从资金投入与使用方面构建公办高中绩效评价体系,能反映出学校资金使用是否合理;(3)从后勤管理方面构建公办高中绩效评价体系,能反映出后勤管理是否到位。

Research on the Construction and Application of Performance Evaluation System of Public High School:Take a School in Nantong as an Example
Abstract
The public high school is funded by the government, the scale and number of the school is higher than that of the private high school, and the entrance threshold and learning cost are relatively low, and the teaching and office facilities are relatively complete. Education of public high school plays an important role in the connection between education and education. On the actual situation of different public high school, therefore, to determine the reasonable performance evaluation system and to carry on the practical application, to improve the teaching quality of education, the response country the strategy of developing the country has a certain theoretical and practical significance.
This article first reviewed the related literature and the theory of performance evaluation, analysis of the performance evaluation system of public high school in the teachers" construction, capital investment and use, the logistics management present situation and problems, and then from the teachers" performance evaluation, capital investment and the use of performance evaluation, performance evaluation of logistics management three aspects to construct the performance evaluation system of public high school, on the basis of a senior high school as a case in nantong, will build the system of practical application, the paper studies to effectively carry out the performance evaluation in public high school has a certain reference and reference value.
The research indicates that :(1) to construct a public high school performance evaluation system from the teachers, can reflect whether the teacher education is of good quality; (2) build a public high school performance evaluation system from the aspect of capital input and use, which can reflect the reasonable use of funds in schools; (3) construction of a public high school performance evaluation system from the aspect of logistics management can reflect whether the logistics management is in place.
