摘 要

随着知识经济的发展，无形资产在企业资产中占的比重越来越大，在需要融资、交易、侵权以及提供经营者管理信息时，都涉及到无形资产价值的评估。在无形资产的法律制度与管理体系不够完善的时候，往往容易造成大量无形资产价值的低估和无形资产的流失，于是无形资产评估工作显得尤为重要。为了发挥无形资产的巨大作用，本文指出了无形资产评估中存在的问题以及原因，并且提出了相关问题的对策。

本文先第一部分阐述了研究背景，研究目的及意义并介绍了本文的研究目的及方法，第二章文献综述，第三部分开始叙述国内现阶段无形资产评估的状态，目前我国无形资产出现的问题相对比较多，例如无形资产准则的缺失、无形资产评估产业起步时间晚，当前的市场比较混乱等。然后在第四部分描述无形资产评估中存在的问题及原因分析，主要有评估人员素质普遍较低，缺乏相关的权威机构，评估法规的不完善加上评估人员选择的评估方法没有统一，较为随意。最后在第五部分中根据问题找出解决问题的对策研究，其中包括提高评估人员的专业素质以及创建相关的网络系统和数据库用于总结和学习研究，同时也需要市场的管理规范等。

Intangible Assets Evaluation Existing Problems and Countermeasures Research

Abstract

With the development of knowledge economy, intangible assets in the enterprise assets accounted for the proportion of more and more big, the need to finance, trading, infringement, and to provide the operator management information, is concerned with the value of intangible assets evaluation.In the imperfection of the legal system and management system of the intangible assets, tend to cause a large amount of intangible assets value underestimate and the loss of intangible assets and intangible assets evaluation is particularly important.In order to play a huge role of intangible assets, this article points out the existing problems and reasons in intangible assets assessment, and put forward some countermeasures of the problem.

The first part of this article first elaborated the research background, research purpose and significance of this article is also introduced the research purpose and method, the second ZhangWenXian review, the third part to the present situation of the intangible assets evaluation in our country, the imperfection of the rule of intangible assets of and the intangible assets appraisal industry in China started late, the market is confusion.Then in the fourth part describes the problems existing in the intangible assets evaluation and analysis of the causes, there are mainly evaluation personnel quality is generally low, lack the authority, assessment and regulations perfect and assessment personnel selection of assessment method is not regulated, very casual.Finally in the fifth part according to the problem to find out the countermeasures to solve the problem, including improving evaluation personnel"s professional quality, and create relevant network system and database is used to summarize and study, also need to market management specification, etc.

1.1 研究背景及研究意义

随着经济发展越来越迅速，企业的调整与发展也是越来越快，无形资产在企业发展中所体现的重要性也在不断的增强，开始引起了广泛的关注。无形资产作为经济发展的一种宝贵资源，受到了全世界的认可，随着知识经济的迅猛发展，社会经济将目光从砖墙等有形资产移向了专利、商标、顾客的数量等无形资产。企业希望能够在资本市场上以合理的价格来交易本身所拥有的无形资产，以保障双方的合法权益和交易公平，然而对无形资产的评估本身就存在着许多的困难，这就要求相关法律和机构能建立和完善无形资产评估工作的标准和方法。在我国，无形资产评估的工作难度之严峻，更是一种挑战。在我国的无形资产评估工作中产生了很多的问题，比如评估不科学、不公正、不准确，由于人为的随意性，使得社会流失了许多宝贵的资产。为了有效的利用无形资产来帮助企业发展，本文将逐个讨论无形资产评估中产生的问题，并且结合相关文献来给出相应的对策。
