摘 要

近几年来，我国中小企业发展势如破竹，同时机遇与挑战并存。中小企业因其数量庞大，在我国经济发展和社会稳定过程中自然发挥着难以估量的巨大推进作用，然而又因其自身特点，众多劣势下，兴起衰落处境艰难。而财务管理问题又成为了中小企业发展过程中的不小阻碍，因此对中小企业财务管理问题的研究至关重要。

本文首先对中小企业的定义、特点包括目前发展和研究概况进行阐述，方便对中小企业有一个初步了解。后表明财务管理在中小企业的发展过程中所起到的关键作用，由此引发对中小企业财务管理存在问题的探讨。通过典型案例具体分析财务管理问题存在的弊端，再围绕外部环境和内部自身原因两方面进行深入剖析，发现外部原因主要由经济政策和竞争压力造成，而内部原因则涉及到人员、制度、管理、监督等因素。由此依次提出相应的解决措施，力求改善财务管理问题在中小企业发展过程中的阻碍现状。

Problems and Countermeasures of financial management in small and medium-sized enterprises

Abstract

In recent years, our country small and medium-sized enterprise development follows, both opportunities and challenges at the same time. Small and medium-sized enterprise because of its large number, in the process of economic development and social stability in our country natural an incalculable great promoting role, and because of its own characteristics, however, many disadvantages, the rise of decline in a tough position. And the financial management problems have become big obstacles in the process of the development of small and medium-sized enterprises, so it is very important to study small and medium-sized enterprise financial management problems.

Firstly, through expounding the definition and characteristics of small and medium-sized enterprises including current development and research present situation to have a preliminary understanding of small and medium-sized enterprises. And then expound that financial management plays a key role in the process of the development of small and medium-sized enterprises, resulting the discussion on problems of the financial management of small and medium enterprises. Next, through the concrete analysis of the case, around two aspects of external environment and internal reasons in-depth analysis, we can find the external causes mainly are the economic policy and the pressure of competition, but the internal reasons bring about staff, system, management, oversight and so on . Thus, this paper puts forward corresponding solving measures successively, and devotes to improve the financial management problems in the process of development of small and medium-sized enterprises hinder the status quo.

众所周知，各大企业都是先由中小企业发展而来，尤其是目前中小企业在我国占有百分之九十以上的比例，对我国经济发展甚至社会稳定都发挥着巨大作用。在这种经济发展形势下，对中小企业的研究势必会掀起一阵热潮。

自改革开放以来，中小企业的发展数量就成直线飞速上升，对于我国从计划经济体制过渡到市场经济体制都有着明显的推动作用。根据统计数据表明 ，至2010年末，全国中小企业数量达到44.9万，攻破总产值49.8亿元大关，创造了全国税收收入一半以上的贡献财富，甚至有65%的发明专利和80%的新产品研发产出，此等惊人数字足以证明中小企业是国民经济发展中的一支重要力量。
