摘 要

  中国人口基数大，随着经济的不断发展和社会的不断进步，竞争也越来越激烈，而我国社会保障和就业一直以来都是一个突出问题，就业压力与社会能提供的岗位之间的矛盾在接下来很长一段时间都将是重点解决的对象。因此，扩大就业和健全社会保障制度是我国现阶段乃至今后很长一段时间内所要面临的主要任务和发展目标。本论文从社会保障和就业两方面角度出发，针对各自的现状和存在的问题，分析两者之间的关系和相互之间的影响，通过结合双方之间的矛盾，探讨社会保障和扩大就业的解决措施。论文认为，目前就业和社会保障的发展是不断前进的，但仍存在很多迫切需要解决的问题，就此对就业和社会保障的复杂性和非静态性等特征上进行统一分析，提出有针对性的建议。

第一章 引言

在我国，社会保障和就业是经济领域和社会领域重点关注的问题，与经济发展和群众生活密不可分。在时代进步、社会和经济发展步伐越来越快速的大环境下，虽然城镇化和工业化的产业结构得到调整和完善，但是更大的就业压力也随之而来。政府面临的不仅是大量来自城镇劳动力和失业人员数量不断增加带来的一系列问题，还有如何解决劳动力转移、促进再就业的问题。在如此大量劳动力的现状下，我国旧有的就业模式已经不能适用。大量劳动力与就业岗位之间供不应求的矛盾关系是当前最重要的问题。政府需要解决社会保障与扩大就业的整体性问题，双方面的压力在当前乃至以后相当长时间内都将会存在。

因此，不管是发展社会保障还是扩大就业，都是我国现下最刻不容缓的事情。两者是相互影响的关系，所以我们在解决这方面问题时，需要在全面了解各自存在问题的基础上，将两者再结合统一起来辩证地去思考其中的解决途径。我们需要发挥出创新意识，通过发展社会保障和就业这两个方面来促进社会和经济这两个大领域的相互协调和稳固发展。
