摘 要

组织结构是组织实施战略管理的重要基础,是实现组织目标的重要手段。

A公司作为传统火力发电企业的典型代表，其组织结构、面临问题、企业需求均具有一定代表意义。

为进一步推进和加强A公司的战略管理和组织结构建设工作,根据企业战略管理理论,结合火力发电的行业特性,笔者在研究组织结构与战略管理关系的基础上,运用波特五力模型及SWOT分析模型对A公司所处环境进行系统分析，由此确定公司发展战略为收缩型战略，竞争战略为目标集中战略。通过分析A公司组织结构现状，总结出其组织结构的优势在于责权分明，不足在于结构臃肿，人员冗余。结合企业发展战略及竞争战略，从组织结构的基本形态、职能设计、部门设计、层级设计四个方面对A公司组织结构进行优化，并最终得出优化后的组织结构图，以期对其他同类型企业的战略转型及组织结构优化提供借鉴意义。

Abstract

Organizational structure is an important basis, organize the implementation of strategic management is the important means to realize organizational goals.

A company as A typical representative of traditional thermal power enterprises, the organization structure, problems, enterprise needs all has certain representative significance.

In this paper, in order to further promote and strengthen the construction of strategic management and organizational structure of A company work, according to enterprise strategic management theory, combined with the thermal power industry organization characteristics, the system on the basis of analyzing the relationship between structure and strategic management of organization, using the potter five model and SWOT analysis model to A company environment to carry on the system analysis, determine the company development strategy for deflating strategy, competition strategy for target concentration strategy. According to the analysis of current organizational structure A company, sums up the advantages and problems of its organizational structure, A company's existing organizational structure in liability, upload issued, but overbearing, staff redundant. Combined with the enterprise development strategy and competitive strategy, from the basic form of organization structure, function design, the department of design, level design four aspects of A company organization structure, system optimization, and finally it is concluded that the optimized organization chart, in order to other strategic transformation and structure optimization of the same kind of organization to provide reference.

第1章 绪论

1.1 研究的目的和意义

组织结构，是指一个组织内其成员如何对工作任务进行分配，其成员如何进行分工、合作以及直属关系的安排，是整个组织中的框架。它能体现组织内各部门的职务范围和责权关系，这实际上是一种分工协作体系，其目的为了实现组织战略目标。因此组织结构会对组织战略目标及组织内部规章制度的建立造成很大影响，并直接影响到组织内部的资源分配。因此，组织的建设和发展离不开一个合适的、有效的组织结构。组织结构的设计和构建主要取决于组织的战略、规模、技术及外部环境4个因素。^[1]

A公司是一家火力发电公司，隶属国有特大型骨干企业之一的M企业F市事业部，是一个集供热、发电、供水和污水处理于一体的综合性能源厂，自建厂以来担负着M企业在F市事业部所属单位建设、发展和职工生活的能源生产供给任务。

电力行业的产业特点主要表现在其产品的生产各个步骤均为同时完成的，而且是不能储存的，这就造成了很多限制。对于其生产过程而言，要求每个生产过程都要做到相互承接、沟通迅速。另一方面，火电厂的管理体制也是和其他企业的管理上有很大区别的，这主要体现在每个火电厂的存在往往不是一个单一的企业，从目前社会上火电厂的管理体制来看，多数火电厂都属于某个集团子公司或者下属公司，组织结构复杂。而随着我国电力行业体制改革的不断加深,火力发电行业内的相互竞争日益激烈,火力发电企业如何适应计划经济到市场经济的体制变革,如何由以往的自产自销模式向市场化转变，其组织结构如何跟随战略转型及时调整，都是亟待解决的问题。
