某某协同创新中心的绩效考核体系研究毕业论文

摘 要

“2011计划”是一项事关高等教育发展全局性的工作,是落实十八大和三中全会精神,推动高校深化改革的总揽性抓手。其本质是深化机制体制改革,要实现充分发挥高等学校多学科、多功能的优势,积极联合国内外创新力量,创新资源的有效整合,新的一个协同创新的新的机制和新的模式,最后达到有利于一个协同创新的文化氛围的形成。在组织管理、人事制度、绩效考核评价、创新文化和科学研究建设等方面进行改革和建设,综合改革特区形成,让人才、科技、资源等创新要素的活力更充分释放。

本文第一部分通过针对“协同创新”、“绩效考核体系”深化内涵,协同创新定义是多为组织(企业)内部形成的知识(思想、专业技能、技术)分享机制,特点是参与者拥有共同愿景、内在驱动力、直接交流沟通,资源平台的构建依靠现代信息技术,采取全方位沟通、多角度的协作。同时绩效考核体系是由一组既独立又相互关联并能较完整地表达评价要求的考核指标组成的评价系统,建立绩效考核体系,有利于对员工工作状况进行评价,是考核员工工作的基础,也是精确绩效考核结果的重要因素。第二部分通过问卷调查、数据收集对协同创新中心绩效考核体系现状进行分析。第三部分构建适合中心发展的绩效考核体系,首先对工作岗位分析,列举一系列考核指标,其次对现有人事制度考核形式、考核等级、考核模式进行创新,最后围绕NT协同创新中心绩效考核的结果及应用来开展论述。

本篇论文目的是探寻能够有效帮助协同创新中心进行人员绩效评价、薪酬以及劳动关系等工作的方法,为中心汇聚一流的创新团队,促进协同创新中心更好解决国家重大需求、服务区域发展、培养一批拔尖创新人才等方面。

Studies on the Performance Evaluation System of NT Collaborative Innovation Center

Abstract

"2011 Plan" is a matter concerns the global development of higher education, and is also the core to implement the spirit of the Eighteenth Session of the National People’s Congress and the Third Plenary Session and to promote the deepening reform of universities. The nature of it is to deepen the mechanism reform and fully realize the multi-disciplinary and multi-functional advantages of colleges and universities by actively jointing the innovation power both domestic and abroad and effectively integrating resources for innovation, so as to build a new model with a new mechanism for the collaborative innovation center and achieve the overall goal of forming cultural environment conducive for the center. It will carry out reform in the organization management, personnel system, staff performance appraisal, research model and innovation culture construction to the formation of a special comprehensive reform zone, releasing effectively the vitality of talents, resources and other innovation features.

The first part of this paper defines that the collaborative innovation center is the internal knowledge sharing system including thinking, professional skills and techniques that are formed in an organization (corporation) through the connotation deepening of “collaborative innovation” and “performance appraisal system”. It is characterized that the participants who share a common goal, intrinsic motivation and direct communication conduct multi-directional communication and diversified cooperation through building a resource platform based on modern information technology. Meanwhile, the performance appraisal system is an evaluation system consisting of a group of separate and interrelated assessment indexes that can express the evaluation requirements more completely. The establishment of the performance appraisal system is beneficial to evaluate the working conditions of employees, which is also the basis for staff appraisal work and an important factor to ensure the accuracy and reasonability of the assessment results. The second part focuses on the analysis of the status of performance appraisal system in, the collaborative innovation center through questionnaire survey and data gathering. The third part elaborates the construction of the performance appraisal system suitable for the development of the center. First, analyzing the operating post and citing a series of assessment indicators. Second, making innovations to the existing personnel evaluation system from the method, level to the model of assessment.

The aim of this paper is to explore effective ways to help the collaborative innovation center to conduct performance evaluation, payment and labor relations management more effectively and to bring together a first-class innovation team, promoting the collaborative innovation center to make contributions to the country by better addressing major needs of the country, serving regional development and cultivating a group of top creative talents
