中国红十字会慈善信息管理系统

目前随着我国快速增长的经济，显著提升了国民生活水平。与此同时社会在全方面发展，一方面席卷全球的工业4.0，使我国的社会组织结构不断的发生变革，紧接着就是社会管理改革的难题；另一方面，财富总量的大范围且迅速增加，贫富差距仍在不断扩大，解决这些问题迫在眉睫。公益慈善事业在我国发展了很多年，但并没有真正完全普及到公众的生活。因此，本文在叙述的同时，重点结合中国红十字会公益慈善机构管理的实际情况，对中国红十字会公益慈善信息管理系统的建设提出一些意见和建议。

针对今天国内公益慈善组织管理中所出现的种种问题，本论文详细的阐述了中国红十字会公益慈善信息管理系统的开发过程，该系统应用模块化的开发思想，采用B/S结构，以Asp.net为系统开发工具，选用MySQL作为数据库等，来完成主要功能模块构建：公益项目模块、会员信息模块、求助信息模块、受捐者信息模块、捐助对象模块等。同时针对系统中的关键功能模块给出必要的系统运行截图和原始代码，并增设了检测环节，实现对系统运行的同步测试，保证了系统运作的完整性及良好性能。在综合分析研究当前公益慈善信息系统的工作原理及其局限性的基础上，中国红十字会慈善信息管理系统实现了收集、查询公益慈善信息等等核心功能，操作方便，界面美观，满足了慈善机构管理的基本需求。中国红十字会慈善信息管理系统采用精确、高效、智能的策略，完美解决了目前主要存在的问题，提高了信息的透明度，对重树中国红十字会的形象起了重要作用。

本系统以当下公益慈善事业的实际情况为切入点，依据公益慈善事业的真实需求，在分析研究现有系统的基础上，遵循开发的流程，从总体设计，到MySQL数据库实现以及考虑后台，终于完整实现了该系统。论文的最后一章，总结了研究内容，阐述了本人的主要工作，指出了本文的不足以及对进一步的展望。

公益慈善在我国发展了很多年，但由于一些原因，导致公益慈善并没有完全普及到公众的生活中。主要原因是国内传统慈善文化的两大特点：内敛性和封闭性，导致公众普遍认为公益慈善与自己的关系并不密切，进一步导致国民的公益慈善意识缺失。

我国长期被认为是文明之邦，中华民族的友善更是被世界所知晓，但就目前的国内现状来看，文明友善并不完全是真实写照。相比国外民众，大部分的中国公民存在缺失博爱的问题，当前中国的公益慈善行为表现出大家更乐意伸出援手帮助自己亲近的人，对于陌生人，很多人会坚持“多一事不如少一事”的原则，只有很少数的人愿意为陌生人伸出援助之手。究其根源，大家公益慈善意识缺失的最大原因在于人与人之间信任的缺失，尤其是“郭美美事件”让社会对于公益慈善的信任大幅下降。2011 年6月 20 日，郭美美以“中国红十字会商业总经理”的身份在微博公开炫富的照片，网民疯狂转发，对国内慈善事业造成了空前的负面影响，作为中国最大的慈善公益机构红十字会被此次事件推上了风口浪尖，大家对于公益慈善事业的质疑更加严重。

“郭美美事件”导致近百分之八十以上的网民再也不会向中国红十字会进行捐款。人们开始对于善款的使用途径产生质疑，怀疑真正有需要的人是否可以接受到大家的爱心捐赠。此外，其他公益慈善机构在网络曝光的“丑闻”，例如，河南的宋庆龄基金会制作巨型雕像事件，也引发了社会公众的广泛怀疑。通过这些事件，我们可以看出当前我国的公益慈善机构在资金用途及资金来源方面存在不透明性，这种情况下，公众很难去相信这些所谓的公益慈善。由于公益慈善信息的不公开不透明，逐渐导致了民众对公益慈善机构的信任丧失，这种困境是当前国内所有公益慈善机构都面临的难题。
