摘 要

在移动互联网逐步的方便人们日常生活，改变人们生活习惯的同时，也影响着政府的管理和治理模式。政务微信公众号是现阶段顺应时代发展的必然产物，其通过信息的发布和相关服务的有效整合，提高了我国党政机关的新的服务模式，不仅能够提高政府部门的服务效率，惠及更多的群众，同时也可以通过政务公众号的建立有效的树立良好的政府形象。

本文首先对本文研究主题的背景、研究意义等方面进行阐述，其次对于政务微信的发展研究的文献分析进行了相关的研究，通过文献的搜集，初步了解政务微信的发展情况。再对政务微信的发展和使用状况进行了调查研究，分析了政务微信的发展状况、使用现状以及政务微信在发展过程中存在的问题。最后对于这些问题提出了政务微信公众号的改进运营策略，并指出必须打造从顶层到地方的整体规划，逐步的完善政务微信相关的法律法规法制度建设，明确政务微信运营过程中的监督管理机构。在政府层面应当加强对政务微信的重视程度，提高内容发布质量、完善在线办事服务项目和提高政民互动，最后在舆论引导和文化建设方面进行强化建设，逐步在我国政务微信的发展中发挥最大的效益。

Research on operation strategy of WeChat official account

ABSTRACT

In the mobile Internet gradually facilitate people's daily life, change people's living habits, but also affect the management and governance mode of the government. The official account of WeChat is the inevitable product of the development of the times. Through the information release and effective integration of related services, the new service mode of our party and government organs has been improved. It can not only improve the efficiency of government departments, benefit more people, but also effectively establish a good government image through the establishment of the official account.

Firstly, this paper expounds the background and significance of the research topic. Secondly, it studies the literature analysis of the research on the development of government wechat. Through the collection of literature, it preliminarily understands the development of government wechat. Thirdly, it investigates the development and use of government wechat, analyzes the development and use of government wechat, as well as the problems in the development process of government wechat. Finally, the government's official account of WeChat is put forward to improve the operation strategy. It also points out that we must build the overall plan from top to local, and gradually improve the relevant laws and regulations system of government WeChat, and clarify the supervision and management organization in the operation of government WeChat. At the government level, we should pay more attention to the government wechat, improve the quality of content publishing, improve online service projects and improve the interaction between the government and the people. Finally, we should strengthen the construction of public opinion guidance and cultural construction, and gradually play the greatest benefit in the development of China's government wechat.

在移动互联网时代，用户采用手机进行上网成为了当下最主要的上网方式，已经逐步的影响人们社会生活的点点滴滴。基于大批量用户进行移动端上网，移动手机应用也得到了迅速的发展。腾讯作为我国最大的社交平台网络公司，适时地开发出以通讯为主要应用功能的APP—微信。微信自从于2011年推出之后，迅速在社交市场中推广开来，并成为了广大中国人的首要社交软件，用户量高达10.3亿人次。同时微信公众号的推出在2012年，其主要特色是放宽了传播主体的限制，提高公众的话语权。并逐步的成为了政治、文化、教育、新闻等方面的新的传播平台。

在移动互联网逐步方便人们的日常生活，改变人们生活习惯的同时，也影响着政府的管理和治理模式。党的十九大以来，各地的政府部门都逐步的进行电子政府的发展模式的尝试和探索。截止2018年年底，我国已经开通的政务公众号就高达90000个，直接覆盖微信用户高达3.5亿人次，累计的服务人数高达5000多万。通过手机的操作，方便快捷的进行政务处理，方便快捷的推动政务民生方面的管理，成为新的政府工作常态。政务微信公众号是现阶段顺应时代发展的必然产物，其通过信息的发布和相关服务的有效整合，提高了我国党政机关的新的服务模式，不仅仅能够提高政府部门的服务效率，惠及更多的群众，同时也可以通过政务公众号的建立有效的树立良好的政府形象。
