摘 要

在21世纪，移动互联网技术的飞速发展，使用移动互联网的人越来越多，这是一把双刃剑，给人们生活带来便利的同时，也导致了越来越多的个人信息安全问题。移送互联网环境下个人信息数量迅猛增加，个人信息聚集效应明显，个人信息内容日渐丰富，个人信息收集平台多样化，个人信息传播速度快、范围广。伴随着个人信息利用领域的不断扩大，个人信息价值升高，丢失、泄漏和滥用个人信息的案件频繁发生，由此给人们的人身和财产都带来巨大损失。而我国对于个人信息安全保护研究相对较晚，对这方面的研究也还不够成熟。针对此问题，研究移动互联网下个人信息安全应对策略显得尤为重要。因此，本文将从移动互联网个人信息安全等相关概念出发，运用问卷调查、文献研究、层次分析、归纳总结等方法，对当前个人信息泄露现状、立法现状进行分析，发现当前个人信息泄露现状十分严重，我国也缺乏统一的专门性法律来保护个人信息安全，所以个人信息安全现状堪忧。通过设计问卷调查研究影响个人信息安全的主观因素，发现个人上网行为习惯、个人信息安全意识、个人信息安全问题应对举措都是主观影响因素，通过查阅文献资料研究影响个人信息安全的客观因素，发现影响个人信息安全的客观因素还有商家方面的非法泄露、过度采集、倒卖信息，以及监管环境方面的法律法规，综合这几个方面的因素，利用层次分析法构建评价指标体系，计算各级指标权重，根据权值总排序找出相对重要的几个因素，由此从个人、商家、监管环境三个方面提出相应的对策，为解决个人信息安全问题提供一定的借鉴意义。

Personal information security countermeasures in the mobile Internet environment

Abstract

In the 21st century, with the rapid development of mobile Internet technology, more and more people use mobile Internet, which is a double-edged sword. It brings convenience to people's life, but also leads to more and more personal information security problems. The amount of personal information transferred to the Internet environment increases rapidly, personal information aggregation effect is obvious, personal information content is increasingly rich, personal information collection platform diversification, personal information dissemination speed and wide range. With the continuous expansion of the use of personal information, the value of personal information increases, and the cases of loss, leakage and abuse of personal information occur frequently, which brings great losses to people's life and property. However, the research on personal information security protection in China is relatively late, and the research on this aspect is not mature enough. In view of this problem, it is particularly important to study personal information security strategies under the mobile Internet. . Therefore, this article will from the mobile Internet information security related concept, the use of questionnaire investigation, literature research, methods of hierarchical analysis, sum up, the current status of personal information leakage, the legislative status quo analysis, found that the current status of personal information leakage is very serious, our country also lack of unified specialized law to protect personal information security, so the personal information security situation is grim. By designing the questionnaire survey research subjective factors affecting the safety of personal information, found that personal Internet behavior habits, personal information security awareness, personal information security response are subjective factors, through the consult literature material research objective factors affecting the safety of personal information, found that the objective factors affecting the safety of personal information and business aspects of the illegal disclosure, excessive information collection, selling, and the regulatory environment laws and regulations and integrated these factors, using the analytic hierarchy process (ahp) to construct the evaluation index system, all levels of index weight calculation, according to the weights of the total order to find out several relatively important factors, From the individual, the business, the supervision environment three aspects proposed the corresponding countermeasure, for solves the personal information security question to provide the certain reference significance.
