新媒体环境下地方政府公共危机的公关策略研究毕业论文

摘 要
二十一世纪以来,各种危机无时不刻不在上演。当今世界,新媒体的繁荣使世界面貌焕然一新,也同时使公共危机应对面临新的挑战。本文从新媒体、公共危机、危机公关等概念出发,介绍新媒体环境下地方政府公共危机现状,罗列新媒体环境下地方政府公共危机的问题,以案例为索引寻求原因。并从善治理论和危机周期理论两个角度初浅梳理出应对新媒体环境下地方政府公共危机公关策略。总之,加强地方政府危机公关能力,政府树立危机应对意识和高效运用新媒体的意识,建立健全政府与社会沟通机制,及时的经验总结,以期有效解决公共危机,维持社会安稳和谐是提高地方政府公共危机的公关对策。

Research on public relations strategy of local government public crisis under new media environment
Abstract
Since the twenty-first century, all kinds of crises have been staged. In today's world, the prosperity of new media-based media, the world's face a new look, but also to make public crisis to face new challenges. This paper introduces the current situation of local government public crisis in the new media environment, lists the problems of local government public crisis under the new media environment, and seeks the reasons for the index. And from the perspective of good governance theory and crisis cycle theory to sort out the new media environment under the local government public crisis public relations strategy. In short, to strengthen the local government crisis public relations capacity, the government set up a crisis to respond to awareness and efficient use of new media awareness, establish and improve the government and social communication mechanism, timely experience in order to effectively solve the public crisis, maintain social stability and harmony is to improve local government Crisis of public relations countermeasures.

(一)研究背景和意义
二十一世纪以来,各种危机无时不刻不在上演,从美国911恐怖袭击事件到我国的“非典”疫情,类似危机事件一而再再而三的发生,对各国都产生了严重警告。如何提高地方政府危机处理能力、如何加强社会公众危机防范意识、如何做好应急救援准备,从而加强应对能力促进社会主义和谐,是各国需要解决的当务之急。
而现今,科学技术突飞猛进,新媒体的繁荣使世界面貌焕然一新,也同时使公共危机应对面临新的挑战。QQ、微信、手机使新媒体表现出多元化和多样性,也同时使公共危机应对面临新的挑战。政府传统的“堵”的方式已不能满足新形式的需求,由被动回应改为主动应对,由原先的消极变为积极应对,加之新媒体的特点,积极索求合理化解公共危机的方式,保证社会秩序和稳定。
