摘 要

社会企业的责任不仅关乎到企业自身形象，而且对于经济社会协调发展也具有重要的意义。由于我国企业内部法律机制并不完善，以及企业以营利为目的根本性质，导致我国企业履行社会责任这方面发展有所欠缺，当前我国企业对于社会责任关注较少，促进企业更好地落实社会责任这一问题亟待解决，在这种情况下，通过发展社会组织来进一步促进企业落实社会责任是一个有效的选择。

本文以联想公司2007年创办的公益创投计划为例，采用理论研究与实证研究相结合的研究方法，首先是在理论上进行了梳理，然后在理论分析的基础上进行分析，进一步对企业社会责任与社会组织提供公共服务衔接机制进行探讨。公益创投是把经济生活中的“风险投资”或“创业投资”的理念得以延伸，运用到公益社会组织的发展计划中去，从而进一步促进我国公益事业的长足发展。通过对社会组织提供公共服务与企业自身的社会责任相衔接，进行公益创投，能够有效的配合政府在维权，环保等各方面的工作，为更好的解决社会问题，满足社会需求提供参考。

绪论

1.1 公益创投的产生及概念

公益创投开始于上世纪末七十年代，当时在欧美国家，大部分有钱的商人并不想通过签支票式来进行传统慈善，普通慈善只有单方面投入，于是欧美商人通过投资公益领域，将传统的给与变成了培育，商人以个人的名义向社会组织提供资金支持或者劳动力资助，用来获得跟之前相等，以致于更高的回报。即为自己创造了收益，又对社会公益做出了一定的贡献。我国内地以联想为首，创办了公益创投计划，2007年12月，作为首次开展公益投资的企业，联想在京发布企业社会责任战略，宣布计划实施，成为公益事业中企业的领头羊。联想公司的计划有四大公益领域，分别为教育支持，扶助孤寡老人，资助贫困认识以及环境保护，最终，联想公司投资300万开始公益创投计划，引起社会广泛关注，取得了良好的社会效益^[1]。合作的民间公益组织有17家，分别将公益领域的使命、企业的社会责任、开放分享的理念与联想集团历年来有条不紊的管理相结合，共同进行综合能力建设。2009年，由上海恩派（NPI一个公益支持性组织集合体）出资，以上海民政局为主体，举办了慈善大赛活动，运用风险投资方法，为中小型社会组织注入资金，为公益活动添加活力，活动内容包括照顾老人，为贫困学生提供筑学之梦等，NPI在诸多环节给予资金支持和能力建设等服务。

公益创投（Venture Philanthropy），简而言之，就是投资公益事业，以企业惯用的理财投资与项目投资的方法，运用到投资公益事业当中 ^[2]，由于初创和中小型的公益组织往往缺少相应的人员，设施等综合能力，而影响公益组织的发展，投资可以有效的发展社会公共服务组织，解决社会矛盾，减轻社会压力，同时也为困难的群众提供帮助。在创投过程中，出资人可对资金进行相应的运作，保证创投计划得以实施。在实施过程中，公益创投资金可一部分用作其他投资，投资所得均再投入公益事业中，以保证项目顺利进行。
