摘 要

作为中国特色社会主义不可缺少的一部分，村民自治制度，对我国全面小康的实现，民族的复兴，起着重要作用。村委会选举是村民自治的关键，村民在法律规定的范围内，将自己的选票投给心仪的候选人，让其代表自己进入村委会，来实现自己对于本村事务的管理。

本文以高淳区驼头村为例，通过发放问卷，走访的形式，并结合驼头村的档案资料来展开研究，发现在换届选举中存在许多的问题，如村民参与度低，自治意识不强、乡镇政府干预选举、贿选拉票、选举操作不规范等，并对问题进行剖析。这些问题都限制了选举的正常开展。

结合当前新形势，对解决选举中的问题提出了自己认为切实可行的建议，希望对之后的选举工作的开展有参考价值，对推动我国基层民主的建设，实现社会主义现代化有一定帮助。

A Study on the election of villagers’ autonomous middle village committee --a case study of tuotou in gaochun district

Abstract

Socialism with Chinese characteristics as an integral part of, the villagers self-government system, in the course of our country to achieve a comprehensive well-off, to achieve the great rejuvenation of the Chinese nation, plays an important rol.The villagers voted their favorite candidates within the limits prescribed by law, and let them enter the village committee on their behalf to realize their own management of the village affairs.

This article takes Tuotou Village in Gaochun District as an example, and conducts research by distributing questionnaires, visiting forms, and combining the files of Tuotou Village, found that there are many problems in the election, such as low participation of villagers, weak sense of autonomy, township government intervention in the election, vote buying, irregular election operation, and so on, and analyzed the problems. All these problems limit the normal operation of the election.

Combining with the current new situation, I have put forward suggestions that I think are practical and feasible for solving the problems in the elections. I hope that they will be of reference value for the development of the subsequent elections, and it will help promote the construction of grassroots democracy in China and achieve socialist modernization.

一、 绪论

（一）研究背景与意义

1.研究背景

村民自治在1982年修订颁布的《宪法》中被提出；第111条规定“村民委员会是基层群众自治性组织”。1994年民政部下发的通知中，提出了四个民主的概念。从“村民自治”到“四个民主”，我们对于基层民主的认识不断完善。^[1]作为村民自治的组织形式，村民委员会在基层民主中发挥着重要的作用。

1998 年的 11 月 4 日我国正式颁布了《村民委员会组织法》，民主选举机制与我国各地农村实际情况相结合不断更新发展，它的更新与完善推动着我国的基层民主政治建设，也推动着我国的基层民主化进程。在《村民委员会组织法》正式颁布实施以后，它真正从制度上为村委会的建设与发展提供了指导。但随着我国社会发展到新的历史时期，我国农村的选举也出现了许多新的问题，涌现出了许多矛盾，这些矛盾的出现对我国的基层民主化进程产生了不小的负面影响。
