摘 要

公共空间作为可以满足人们在日常的交往、沟通、娱乐等方面空间的必要补充，是城市公共空间必不可少的组成部分。对于城市公共空间的建设，一个重要的功能性要求在于满足城市居民的社交性要求，公共空间具有为城市公众提供沟通交流环境、为城市居民提供日常交际渠道的重要作用。与此同时，城市公共空间还需要承担支持、促进和提升公共生活质量和公共参与其治理的职能。

当今，随着时代的发展与人民生活水平的日益提升，以往资产阶级与无产阶级之间的矛盾越来越转向人民日益增长的生活需求与社会经济发展不充分方面的矛盾。城市公共空间治理能力现代化也逐渐成为人文社科的研究重点。在这一时代发展背景下，怎样合理规划城市空间的资源利用，改善空间构成，提升其利用价值，是当前我国城市建设必须要深入思考和面对的问题。本选题旨在通过文献整理、案例分析与对比、实地调查访问等方式，结合相关法律和政策，研究分析城市化进程背景下城市公共空间治理如何实现以及面临的困境和未来的发展路径问题。为限定范围，笔者选择宿迁市宿城区为例，通过探讨其公共空间治理的实际情况，总结其在深化改革过程中面临的困境；通过对外国及其它城市公共空间治理的问题与应对措施的分析、对比，提出自己的对策和建议。在此基础上，体察城市公共空间治理的一般规律。

Urban Public Space Governance

Abstract

Public space as a necessary supplement to meet people in daily communication, entertainment and other aspects of space is an essential part of urban public space. The most prominent function of urban public space is sociality, which can promote the communication, communication and life connection between urban residents. In addition, urban public spaces have the capacity to support, promote and enhance the quality of public life and public participation in their governance.

Nowadays, with the development of the times and the increasing improvement of people's living standards, the contradiction between people's growing demand for a better life and unbalanced and inadequate development is increasingly transformed into the main contradiction of the current society. The modernization of urban public space governance ability has gradually become the research focus of humanities and social sciences. Under the background of "space governance ", how to economize and efficiently utilize resources, enhance the value of space compound, and promote regional coordinated development has become the key topic of public governance today. The purpose of this topic is to study and analyze how to realize urban public space governance and the difficulties and future development path problems under the background of urbanization process by means of literature collation, case analysis and comparison, field investigation and visits, and so on. In order to limit the scope, the author chooses Sucheng District of Suqian City as an example, through discussing the actual situation of its public space governance, summarizes the difficulties it faces in the process of deepening the reform, and puts forward its own countermeasures and suggestions through the analysis and comparison of the problems and countermeasures of public space governance in foreign countries and other cities. On this basis, the general law of urban public space governance is observed.
