摘 要

面对我国老龄化现状，传统的家庭养老和机构养老已经无法满足庞大的养老需要，人们需要不断探索新型养老模式。于是在社会老龄化趋势和“互联网 ”背景下，虚拟养老院这一养老模式逐步发展了起来。虚拟养老院在我国的兴起，不仅弥补了传统养老模式的不足，也是对传统社区居家养老方式手段的一种变革，引起了很多学者的关注，其学术关注度不断上升。但作为一种新型的养老形式，有着光明前景的同时，也必然存在许多问题。因此，我们在对现有养老模式的运行机制和有效性进行深入探讨的基础上，还需进一步分析当前我国虚拟养老院模式的组织运行机制，使之成为适合我国国情的一种新型养老方式。

本文分五部分，第一部分对虚拟养老院的相关理论进行了阐述，梳理了其基本概念和发展的理论基础。第二部分介绍了国内虚拟养老院的发展现状。第三部分介绍了兰州市城关区虚拟养老院运作模式，找出了虚拟养老院发展的困境与成功经验。第四部分阐述了国外的智慧养老情况，从美国、英国等国家的经验中得到相应启示。最后一部分根据虚拟养老院的发展困境，从政府、虚拟养老院自身、社区、公民等多角度提出了虚拟养老院的有针对性的、合理的发展出路。

Research on the Dilemma and Outlet of the Development of Virtual Nursing Homes-- Taking the virtual nursing home in Chengguan District of Lanzhou City as an example

Abstract

Faced with the current state of aging in China, traditional family and institutional pensions have been unable to meet the huge needs of old-age care, people need to continue to explore new models of old-age care. Therefore, under the background of social aging and the "Internet "pattern, the virtual nursing home has gradually developed. The rise of virtual nursing homes in China not only made up for the shortcomings of the traditional old-age care model, but also a transformation of the traditional community home care methods, which has aroused the attention of many scholars and their academic attention has been rising. But as a new form of old-age care, it has bright prospects, and there must be many problems. Therefore, on the basis of an in-depth discussion on the operation mechanism and effectiveness of the existing pension model, we need to further analyze the current organization and operation mechanism of China's virtual nursing home model to make it a new type of pension method suitable for our national conditions.

This article is divided into five parts. The first part expounds the relevant theories of the virtual nursing home, combs its basic concepts and the theoretical basis of development. The second part introduces the development status of domestic virtual nursing homes. The third part introduces the operation mode of virtual nursing homes in Chengguan District of Lanzhou City, and finds out the dilemma and successful experience of the development of virtual nursing homes. The fourth part expounds the situation of smart old-age care abroad, and draws corresponding inspiration from the experience of the United States, Britain and other countries. In the last part, according to the development dilemma of virtual nursing homes, the targeted and reasonable development of virtual nursing homes is put forward from the perspectives of government, virtual nursing homes themselves, communities, and citizens.

引 言

改革开放的四十年间，我国国民人口数量迅速增长，人口规模不断扩大。如今，人口老龄化已成为我国急需解决的社会问题之一，解决人口老龄化的问题迫在眉睫，其中，创新发展居家养老方式就是解决问题的一大有效措施。

随着我国老龄化程度的加深，我国老年人越来越注重于养老质量的提升。为了满足老年人对更优质的养老服务的追求，2017年2月28日，国务院出台了《“十三五”国家老龄事业发展和养老体系建设规划》规划，提出到2020年，要实现我国“养老制度体系更加健全，养老保险制度更加完善，高龄人群事业发展总体水平显著提高”^[1]的整体目标，并提出建立社会养老服务体系以居家养老为基础，这反映了我国大部分老年人还是更愿意居家养老的真实情况。
