摘 要

自改革开放以来，我国的城市社区得到了显著的发展。当前的城市社区，不仅能够在职能上给区域内的居民提供完善的社区服务，提升居民的生活质量和水平，还能够在精神层面上营造出属于自身的富有特色的社区文化，从而加强社区居民之间的凝聚力。而物质文化遗产作为社区文化营造过程中的重要资源，应当运用科学的方法予以保护。本文以城市社区文化营造为视角，运用文献研究法、田野调查法、问卷调查法和比较分析法等方法对连云港市古楼社区内的物质文化遗产保护情况进行研究。结果显示存在着文化营造方面公共政策的缺乏、人员数量及专业水平不够、保护设备老旧、工作混乱等问题。究其原因，主要是领导队伍综合素质的缺乏、保护人才的缺失、资金的不足、部分居民的文化素养不高等。所总结出的优化方案主要有：完善城市社区文化营造政策、提升社区工作人员及社区内居民的综合素质，加大对相关人才的引进、对人员水平严格评估，设立综合问题解决小组、社区领导要加强学习、加大资金投入、做好保护设备更新，定期进行检查更换等。完善城市社区内对物质文化遗产保护方面的研究，不仅有助于社区文化的营造，还对我国城市社区管理水平的提高和物质文化遗产的保护具有积极地推动意义。

Study on the Protection of Material Cultural Heritage in the Construction of Urban Community Culture: A Case Study of Lianyungang Gulou Community

Abstract

Since the reform and opening up, urban communities in China have developed remarkably. Current urban communities can not only provide perfect community services to residents in the region in terms of functions, improve the quality of life and level of residents, but also create their own unique community culture on the spiritual level, so as to strengthen the cohesion of community residents. As an important resource in the process of building community culture, material cultural heritage should be protected by scientific methods. From the perspective of urban community culture construction, this paper studies the protection of material and cultural heritage in the ancient building community of Lianyungang City by using the methods of literature research, field investigation, questionnaire survey and comparative analysis. The results show that there are some problems in cultural construction, such as lack of public policy, inadequate number of personnel and professional level, old protection equipment, confusion in work and so on. The main reasons are the lack of comprehensive quality of the leadership team, the lack of protection personnel, the lack of funds, and the low cultural literacy of some residents. The main optimization schemes summarized are: improving the policy of urban community culture construction, improving the comprehensive quality of community staff and residents, increasing the introduction of relevant talents, strict evaluation of personnel level, setting up comprehensive problem solving groups, strengthening the study of community leaders, increasing investment in funds, renewing protection equipment, regular inspection and replacement, etc. Improving the research on the protection of material and cultural heritage in urban communities will not only contribute to the construction of community culture, but also promote the improvement of the management level of urban communities and the protection of material and cultural heritage in China.

一、 绪论

（一） 研究背景和意义
1. 研究背景

当前，以习近平同志为核心的党中央坚持文化建设，推动物质文明和精神文明协调发展，逐步将我国打造成社会主义文化强国。随着国家“十三五”时期文化发展改革规划纲要的提出，以及从中央到地方对该政策的稳步推进和不断落实，我国在文化建设和治理方面取得了长足的进步。城市社区作为国家进行文化建设，推进社会主义先进文化和文化营造的重要落实实体，理应成为国家推进文化治理现代化和不断进行文化营造的重要主体之一。同时在快速推进社区文化营造的过程中，国家也非常的重视对社区现存物质文化遗产的保护，从中央到地方都根据自身的实际情况制定了一系列相关的法律法规和规章制度，切实的保护好各个社区的物质文化遗产。但是随着地方社区文化治理现代化和文化营造的不断深入和深化，出现了存在部分社区对其管辖区域内的物质文化遗产的保护不够重视，当前所采用的保护方法不够科学合理，先前提出的相关的社会保护政策已不再适用当前的实际情况，表现出一定的政策滞后性，社区内居民对物质文化遗产的保护意识不够等问题，所以我们应当重视对城市社区文化营造中物质文化遗产保护的研究，从而能够更好的推进社区文化治理的现代化和国家的文化建设。

2. 研究意义

我国是世界闻名的四大文明古国之一，五千年的灿烂文明史给人类留下了众多宝贵的物质文化遗产，这些遗留下来的宝贵的物质文化遗产是我们中华名族古代劳动人民智慧的结晶。我国的文化遗产分布广泛，数量庞大，类型众多，散落于我国的各个社区之中，这些散落在不同社区的物质文化遗产代表着不同的文化，文化对国家政治和经济的发展具有重要的反作用，当前我们在社区文化营造的过程中加强对这些物质文化遗产的保护，这不仅有利于在物质上更好地保护好宝贵的文化遗产，还更有利于在精神上推进社区的文化建设，从而增强社区居民的凝聚力，使当前社区文化治理的现代化思想与物质文化遗产带来的中华传统思想更好的协调与融合，从而更好的培养和树立起居民的文化自觉与文化自信，以便更好的推进当前城市社区的文化建设。通过对当前城市社区文化营造中物质文化遗产保护的实际情况的研究，从而可以找出城市社区在物质文化遗产保护方面存在的优点与不足，对于优点，我们要继续保持，对于缺点与不足，我们要通过所学专业知识与社区实际情况相结合，提出一系列切实可行的优化方案，这样会更好地保护好社区内物质文化遗产资源的同时又有利于使社区公共政策变得更加具有完整性和直接现实性，因而研究此课题具有重要的现实意义。
