摘 要

随着我国经济体制的变迁、社会管理体制改革的推进，社区治理模式发生了改变。为了满足居民群众多样化需求、缓和社会矛盾与冲突、创新社区治理模式，我国的社会工作者在经过几十年的实践探索后，提出了适合我国国情的社区治理模式——“三社联动”。该模式通过社区、社会组织、社工的协商合作，形成共建共治共享的良好局面。

本文以常州市S社区为案例，以社区“三社联动”工作为切入点，深入社区实地调研，进而展开对S社区“三社联动”运行机制的探索。通过具体阐释S社区“三社联动”运行机制，发现S社区面临“居站”协作程度低、“三社”合作程度低、“三社联动”各环节缺乏透明性等现实困境。最后结合社区治理理论及其他城市实践经验，提出强化“居站分离”、厘清合作主体职能、建立信息共享平台等推进策略，促使“三社联动”模式的完善与创新。

The Dilemma and Outlet of "Three Social Linkage" in Urban Community Governance

——Taking Changzhou S Community as an example

Abstract

With the changes in China's economic system and the reform of the social management system, the community governance model has changed. In order to meet the diversified needs of the residents, alleviate social contradictions and conflicts, and innovate the community governance model, after decades of practical exploration, social workers in China have proposed a localized community governance model suitable for China's national conditions - "Three Social Linkage." Through the consultation and cooperation of the community, social organizations and social workers, this model forms a good situation for co-construction and sharing.

This article takes the Changzhou S community as an example, takes the community "Three Social Linkage" work as the entry point, goes deep into the community field research, and then explores the "Three Social Linkage" operation mechanism of the S community. By specifically explaining the operation mechanism of the "Three Social Linkage" of the S community, it is found that the S community faces the real dilemma of low level of "Community Neighborhood Committee and Community Public Service Station" collaboration, low level of "Three Social Cooperation", and lack of transparency in all links of "Three Social Linkage". Finally, combined with the theory of community governance and other practical experiences of the city, it puts forward the promotion strategy of strengthening the separation of residences, clarifying the functions of cooperation entities, and establishing information sharing platforms, so as to promote the improvement and innovation of the "Three Social Linkage" model.

绪论

（一）研究背景

上个世纪80年代，我国基层社会管理体制经历了重大变革，从最初的“单位制”转变为现今的“社区制”，衣食住行等民生任务由单位转移到基层社区。经济的发展和社会的进步使得城市居民的需求日益多元化，社区就如何最大限度地满足居民的需求面临巨大压力。
