摘 要

在社会转型的大背景下，中国面临着多形态的社会救助问题。作为“社会保障中的最后一道安全网”，社会救助在社会保障制度中居于基础地位，其责任重大，保障着社会弱势群体最基本的生活需要。在我国，社会救助的第一责任主体是政府，但这并不意味着政府承担社会救助的全部责任。随着政治体制的改革和经济社会的发展，仅有政府作为救助责任主体早已无法满足社会需求，社会救助主体呈现多元化趋势，一批具有民间性、志愿性、公益性、自治性特征的社会组织队伍不断壮大，参与到社会救助中来，在社会救助的各个领域中发挥着积极作用的同时，也存在不少问题，制约着社会组织的功能，在一定程度上不利于社会救助事业的发展。本文的目的在于结合国内外经验，努力探索社会组织参与社会救助的合理途径，促进社会救助事业的发展。

本文主要分为五部分，第一部分详细阐述社会组织参与社会救助的相关概念，以及分析我国社会组织参与社会救助的必要性。第二部分分析我国社会组织参与社会救助的现状。第三部分，阐述了我国社会组织参与社会救助事业所面临的困境。第四部分，根据国外社会组织参与社会救助的实践总结经验启示。第五部分根据我国实际情况，提出具有针对性和现实操作性的促进我国社会组织参与社会救助事业的合理对策。

The Current Situation, Dilemma and Countermeasures of Chinese Social Organizations Participating in Social Assistance

Abstract

At present, our country is in the transition period of the socialist market economy, the social contradiction is prominent, and the social problems are also increasing. The government tries to allocate social value, regulate social behavior, and solve social problems by making different public policies. However, due to the particularity of the reality, it is difficult to establish a scientific and reasonable public policy, which can represent the public interest. It is inevitable that social organizations participate in the formulation of public policy with their unique advantages. At the same time, because of the restriction of social organization and external development environment, the social organization can not play the biggest advantage in the process of public policy making. The purpose of this paper is to discuss the significance of social organization to public policy making, analyze the actual situation of public policy, and finally explore the countermeasures.

This paper is divided into five parts. The first part elaborates the concept of social organizations participating in social assistance and analyzes the necessity of social organizations participating in social assistance in China. The second part analyzes the present situation of China's social organizations participating in social assistance. The third part elaborates the difficulties faced by China's social organizations in participating in social relief. The fourth part, according to the practice of foreign social organizations participating in social assistance, summarizes the enlightenment. The fifth part, according to the actual situation of China, puts forward some reasonable countermeasures to promote the participation of Chinese social organizations in social relief.
