摘 要

农村养老保险关乎着民生大计，所以解决好在制定与执行这一政策过程中出现的问题尤为重要。这样不仅能够解决本国的实际农村养老保险问题，更可以对与我国国情差不多的国家提供借鉴作用。本文运用了文献分析法，案例分析法和访谈法，多方面的认识了我国的农村养老保险，并通过对灌南县农村人口的访谈了解实际存在的问题。本文研究成果是能够基于灌南县这一案例认识到在制定和执行这一政策过程中存在的问题，并能够结合实际情况找到相应的对策。本文结论是希望各个地方政府能因地制宜，发展当地经济，鼓励当地企业，其他商业保险参与其中。政府更要解决好农村养老保险与其他保障的衔接问题，完善相配套的法律，而在政策的执行方面，管理者的素质直接影响到农民参保的积极性，所以政府要积极培养管理人才，不能让这一利国利民的政策在执行的过程中出现问题。

Abstract

The rural endowment insurance related to people's livelihood closely, so it is necessary to find the existing problems in the process of enaction and execution of this policy. This can not only solve the practical problems of the rural endowment insurance in our country, it can also provide reference for the countries that similar with our country. This paper uses the literature analysis, case analysis and interview. We can know different cognition about the rural endowment insurance in our country from many aspects. And through interviewing Guannan County Rural Population, we can understand the actual existing problem better. The achievement of this paper is to recognize the existing issues in the enaction and execution of the policy and to find the solutions to the relative problems in light of the actual situation. The conclusion of this paper is that local governments can develop local economy according to local conditions and encourage local enterprises and other commercial insurance to take part in them. The government is also need to solve the convergence problems of rural endowment insurance and other security, perfect related laws, and in the implementation of the policy, the quality of the managers directly affect the enthusiasm of the farmers' insurance, so the government should actively cultivate management talents. It shouldn’t let the policy problems go wrong in the process of implementation.

一、导论

（一）研究背景与意义

1.研究背景

（1）人口老龄化

根据POPIN的提前统计，在未来的几十年老龄人口将会呈现快速的增长。但是婴儿出生的速度远远赶不上年纪大的人老龄化的速度，而农村这样的问题更加严重，更需要去解决。解决这一问题可以缓解我国的人口的问题，更能稳定我国的社会发展和促进社会和谐。

（2）农村养老需求的变化

家庭养老作为我国长久以来的养老观念深入人心。由于我国的特殊国情而实行的计划生育政策，不仅减少了我国的人口总数，同时在人口老龄化的情况下劳动力也减少了。最大的表现就是大多数家庭只有一个小孩，农村也是这样的情况。如果再有父母生大病的情况下孩子将会承担很大的压力，这些都对原本的养老体系产生很大的影响。由此可以看出我国传统的家庭养老已经不能跟上并满足现在的养老需求。

(3）土地功能的弱化

土地作为农民赖以生存的依靠，在一定的时期承担着农民的生计问题。由于国家大量的征地，农民的耕地面积越来越少，而且国家补贴远远无法保证农民的收入，同时农产品的收益并不能跟上生活成本的提高；与此同时，很多农民已经不把务农种田作为生计的唯一出路，很多年轻人去城里找工作，年纪大的农民由于身体的原因无法耕种土地，田地很多都荒废了。针对这些问题，农村养老保险的制定能够缓解这一问题。
