摘 要

城市社区治理中的公民参与问题一直都是学术界研究的热点。虽然随着现代化进程的加快，党和政府就社区治理方面的变革也已取得了显著成就。但是其依然存在着某些问题，如参与意识不高、参与路径少、项目资本不够等，这些都足以影响居民参与进程的健康发展。本文主要通过国内外文献综述研究、核心概念界定，结合对浦口区T社区以问卷和访谈的形式进行个案研究，同时借鉴多中心治理、公民社会等相关理论，深入研究城市社区公民参与治理面临的现状及存在的问题，找到了其发展不足的原因，如社区管理体制不健全、公民参与渠道少、公民自身素质不高等，并为有效实现公民参与城市社区治理，提出了诸如完善社区管理体制、拓宽公民参与渠道、提高公民参与素养等应对之策。以期对我国城市社区公民参与治理良好发展有所裨益。

A Study on Citizen Participation in Urban Community Governance

-- A Case Study of T Community in Pukou District of Nanjing

Abstract

Citizen participation in community governance has always been a hot topic in academic research. Although with the development of the modernization process, the party and the government on community governance changes have made significant achievements. However, there are still some problems in the participation of citizens in urban community governance, such as lack of participation, less participation path and lack of project capital, these are enough to affect the healthy development of residents' participation process. Through the domestic and foreign literature review research,the core concept of definition, combined with the T community questionnaire and interviews in the form of case studies, and also learn from the multi-center governance, civil society and other related theories, this paper deeply study the status quo and the existing problem community citizens facing in governance, and find the reasons for its lack of development, such as the incomplete community management system, less citizen participation channels, lower citizen' quality. For the effective realization of citizen participation in urban community governance, this paper suggest it strength the community management system, broaden the channels of citizen participation, improve citizens' participation in quality and so on, with a view to make China's urban community citizens participation having good development in governance.
