摘 要

近些年来，我国对廉洁政府的建设越来越重视，政府的形象越来越受到广大人民的关注。基层公务员作为上传下达的行政人员，是政府和民众沟通的桥梁，也是基层政府形象的代表者。但是，目前在我国的基层公务员队伍建设中存在着很多问题，也就阻碍了廉洁政府建设的步伐。因此，本文首先从研究背景和研究意义出发，继而运用了公务员道德、基层政府等概念界定，以及相关理论依据，进行专业的理论阐述。在这些理论的支撑下，从两个基层公务员道德失范的案例切入，分析研究出基层政府公务员服务意识淡薄、责任心不强、懒政怠政、侵吞公款等问题，从内部和外部两方面分析其原因，如基层公务员自身缺乏自律，各方面监督力度不强，法律制度不完善等，并提出了相应的对策，如加强基层公务员自律以及思想道德教育培训、完善各方面的监督、健全法律法规等。希望通过以上研究能够提高基层政府公务员的执政水平和加强廉政建设的目标。

Research on the Moral Problems of Civil Servants at the Basic Level

Abstract

In recent years, China has paid more and more attention to the construction of clean government, and a lot of people have become more and more concerned about the image of the government. The grassroots civil servants as uploading and issuing administrative staff, is the government and the public communication bridge, is also the representative of the grassroots government image. However, there are still many problems in the construction of grassroots civil servants in our country, which also hinders the pace of construction of clean government. Therefore, this article first from the research background and research significance, and then use the civil service ethics, grass-roots government and other concepts defined, and the relevant theoretical basis, the professional theory. Under the support of these theories, from the case of two kinds of grassroots civil servants' moral anomie, the author analyzes and analyzes the problems such as weak sense of service, weak sense of responsibility, lazy laxity and misappropriation of public funds at the grassroots level, and analyzes both internal and external The reason is that the grassroots civil servants themselves lack self-discipline, the supervision is not strong in all aspects, the legal system is not perfect, and put forward the corresponding countermeasures, such as strengthening grassroots civil servants self-discipline and ideological and moral education and training, improve all aspects of supervision, improve laws and regulations Wait. It is hoped that the above research will improve the level of government officials at the grassroots level and strengthen the goal of building a clean government.
