摘 要

这是个信息爆炸的时代，科学技术、信息技术的发展成就了如今的大数据时代。大数据时代在带给我们极大的便利、极高的商业价值的同时，也给我们的个人数据信息安全问题划上了一个问号。如网络黑色产业链买卖信息严重、部分企业通过数据的二次利用滥用数据来获取利益等问题。本文通过提出问题、分析问题、解决问题这三个角度来分析说明大数据背景下个人数据的保护问题，从政府、社会、个人三个角度分别说明如何产生个人数据信息安全问题。政府需要尽快出台个人信息保护相关法律法规，社会要规范行业自律制度，个人要加强个人数据保护意识等。

笔者希望通过本篇论文能呼吁大众重视个人数据的安全问题，推进国家制定关于个人数据信息安全的法律法规进程，增强公民的个人数据保护意识，为大数据背景下个人数据的保护问题研究献出微薄之力。

Research on the protection problems of the personal data under the background of big data

Abstract

In the information explosion era, the development of the scientific technology and information technology has formed the big data era, which brings us great convenience and high business value as well as solves the security problems of the personal data and information, such as serious buying and selling information in the black industry chain on the internet, partial enterprises gaining benefits based on the reutilization of the data. The paper analyzes the protection problems of the personal data under the background of big data from three aspects such as putting forward the problems, analyzing the problems and solving the problems, and explains how the security problems of personal data and information are generated from three aspects such as the government, society and individuals. The government should issue the related laws and regulations on the personal information protection as soon as possible, the society should standardize the self-disciplined system of the industry, and the individuals should strengthen the protection awareness on the personal data.

The author hopes to appeal the public to pay attention to the security problems of personal data through the paper, promote the process of the country formulating the laws and regulations on the personal data and information security, strengthen the protection awareness on the personal data of the public and make some contributions to the research on the protection problems of the personal data under the background of big data.
