摘 要

随着信息技术的快速发展，互联网、社交网络、物联网、移动互联网、云计算等相继进入人们的日常生活中。如今，进入了人们视野中，大数据已经被应用在各个领域：电子商务中建立的针对消费者的个性化推荐、金融服务中针对客户行为的分析、金融风险中针对金融欺诈行为的监测和预防、医疗业中疫情和健康趋势分析、货物运输中的智能路径优化等等，都体现了大数据的价值。一项好的公共决策需要建立在大量的信息基础之上，而大数据技术为政策问题构建提供了新的方法和手段，各国也都制定了相关的大数据发展政策。相信大数据一定会在公共政策中起到不可估量的作用。

本文主要分为三个部分：第一部分主要介绍了大数据和公共政策相关概念；第二部分分析了传统环境下公共政策制定与执行中存在的问题，并分析了大数据在公共政策制定与执行中的必要性；第三部分是本文的重点，从宏观和微观两个层面分析了大数据在公共政策中应用的作用。

Analysis on the Function of Big Data in Government Public Policy Formulation and Enforcement

Abstract

With the development of information technology, especially information and communication technology, Internet, social networking, Internet of things, mobile Internet, cloud computing, etc. have entered people's daily life, the global data information volume exponential explosion growth trend. Following cloud computing, large data has become one of the most popular concepts in the field of information technology. Nowadays, large data has been applied in various fields: personalized recommendation for consumers in e-commerce, analysis of customer behavior in financial services, monitoring and prevention of financial fraud in financial risk, And health trends analysis, cargo transport in the intelligent path optimization, etc., are reflected in the value of large data. A good public decision-making needs to be based on a large number of information on the basis of large data technology for the construction of policy issues to provide a new method and means, countries have also developed a large data development policy. I believe that large data will certainly play an invaluable role in public policy.

This paper is divided into three parts: The first part mainly introduces the concept of large data and public policy. The second part analyzes the problems existing in the formulation and implementation of public policy in the traditional environment, and analyzes the large data in public policy formulation and implementation The third part is the focus of this article, from the macro and micro level analysis of the large data in the application of public policy role.

“大数据（Big Data）”这一概念最早出现在20世纪80年代著名未来学家阿尔文.托夫勒所著的《第三次浪潮》一书中，他将“大数据”热情地赞颂为“第三次浪潮的华彩乐章”^[1]，但是当时还并没有真正达到这种发展地步,最主要还是因为科技发展没到信息发达的地步,真正出现这种情况,还是在这提出的几十年之后。
