摘 要

深入行政审批制度改革，建立科学严密的权力运行机制，是提高政府行政效能的有效途径，是建设服务型政府的必然选择，也是政府内部机制改革，反腐倡廉的不二法门。

自我国各地方纷纷响应中央号召，加快开展行政审批制度改革进程至今，随着时间的推移，制度变迁的成果初现，地方行政改革也取得一定成效，但因为改革的复杂性和相关利益群体的多样性，改革呈现出效率低，协作性差等诸多不足，如何正真做到简政放权，如何有效平衡，协调各方关系仍是地方行政审批制度改革道路上面临的首要问题。本文将以南京浦口区开展行政审批制度改革的情况，作为研究基点，以此分析地方行政审批制度改革运行中存在的不足，并着眼于未来如何更好地导向行政审批制度改革，朝着越来越好的方向发展。

Research of the reform of administrative examination and approval system of Pukou district government

Abstract

Deepen the reform of administrative examination and approval system, the establishment of reasonable structure, scientific configuration, rigorous procedures and effective restraint power operating mechanism, is the inevitable choice for the construction of service-oriented government, is to prevent and solve the problem of corruption from the source of the initiatives, but also the inherent requirement of deepening reform

The local Chinese have to respond to the call to speed up the development process of the reform of administrative examination and approval system so far, with the passage of time, the early results of institutional change, and also made some achievements in local administrative reform, but because of the complexity and diversity of the reform of the relevant interest groups, the reform shows low efficiency, many poor cooperation. How to really achieve decentralization, how to effectively balance and coordinate the relationship between the parties is still a major problem facing the local administrative examination and approval system reform on the road. This paper will carry out the reform of the administrative examination and approval system in Nanjing District of Pukou, as the research basis, to analyze the existing problems of running reform of local administrative examination and approval system, and focus on the future how to better guide the reform of administrative approval system, the better direction of development.

行政审批制度是确保政府依法践行行政权的重要制度保障。符合当今社会发展趋势的审批制度，能够在政府发挥管理社会各资源公平合理分配的职能过程中，起积极的引导性作用，并确保职能机构权威性。自我国进入以“社会主义核心价值观”为基点，构建“服务型政府”的发展阶段以来，行政审批制度的改革就始终是实现政府职能变迁、公共服务高效化的“必经之路”。然而，因审批制度在我国影响深远，且制度的改革必然围绕着职能转变、行政体制、管理模式、等多方面，其中各层级部门间的利益角斗，始终影响着我国地方政府审批制度改革的进程。

自2001年以来，我国各地方行政改革也取得一定成效，但因为改革的复杂性和相关利益群体的多样性，改革呈现出效率低，协作性差等诸多不足，如何正真做到简政放权，如何有效平衡，协调各方关系仍是地方行政审批制度改革道路上面临的首要问题。本文以南京浦口区政府近10年间针对行政审批制度的优化与创新作为切入点，结合浦口区政府审改的具体措施，以数据为现实依据，分析了审改过程中的得失，并着眼于未来行政审批制度改革的发展方向，对浦口区政府审改的探索展开全方位的分析与探讨。
