摘 要

随着我国经济的飞速发展，科学技术的逐渐提高，医疗条件趋于完备，我国的人均寿命也随之提高，高龄人口在全国人口中所占的比例也逐年增大，人口老龄化进程逐渐加速，民众的压力也越来越大，以前老旧的养老模式已经无法适用于现在的老龄化状况，不能够填补逐渐扩充的物质需求，政府也随之开始把目光放在了养老问题上。

本文通过案列研究与抽样调查的方式，对南京市浦口区津浦社区的养老服务模式进行研究，通过调查津浦社区老年人的基本情况、对该社区基础设施和社区服务的满意度以及老年人对社区养老服务的了解情况和需求情况，笔者发现津浦社区在制度、主体、资金、配套服务等方面存在一些现实问题，比如说基础性设施不完善、服务内容不全面、服务专业化程度低、宣传不足，传统的养老理念落后、资金缺乏及来源渠道单一等等。通过经验的分析以及结合城市社区养老建设现状，笔者也从相对应的角度提出了一些可操作性较强的对策，例如加强社区的基础设施建设、服务内容多样化、大力培养专业性人才、大力宣传社区养老服务的成功经验，加强认识、鼓励多种社会力量参与等，以期在我国社会管理创新的大背景下，真正促进社区养老这一新模式在城市社区的进一步完善。

Study on the problem of community service for the aged

in Pukou District of Nanjing

Abstract

With the rapid development of economy, science and technology is gradually improving, medical conditions tend to complete, people's average life expectancy will be improved, the elderly population in the national population proportion is also increasing year by year, gradually accelerated process of population aging , people began to gradually increase the pressure, before the old pension model has been unable to apply to the current aging status, can not be expanded gradually to fill the material needs, the government also will start to look at the on pension issues.

Through the way of case study and sample survey of the existing Nanjing Community pension model. Through the basic situation of Nanjing Jinpu Community designed by investigating the elderly, to the community infrastructure and community service satisfaction and elderly people to know the situation and needs of the community endowment service situation, author found there is exist some practical problems, for example, infrastructure is not perfect, the service content is not comprehensive, and low degree of specialization, the lack of publicity, the backward traditional concept of old, lack of funds and from the single channel, and so on. The author also from the angle corresponding to the proposed some operable countermeasures, such as strengthening the community infrastructure, service content diversification, vigorously develop the professional personnel, and vigorously promote the successful experience of community service for the aged, to enhance understanding, encourage various social forces to participate in etc. in the background of social management innovation in China, promote the new model of community care in city community to further improve and create a distinctive urban community contains pension model.
