摘 要

在城市社区治理的进程中，为了促进政府与民众关系的和谐发展，提供相关需求及其所需的服务，转化履行政府的部分职责。这就需要建立一种区别于政府系统的，非政府的基层群众性组织来充分发挥市场、社会组织的自我调节能力。此外，要想基本满足人们逐渐上升的生活需要，在一定程度上也需要各种性质的非正式的组织参与其中并给予帮助。通过对非政府组织、社区治理的理论探析，以及对非政府组织的发展现状进行概述，分析其参与社区治理的必要性。在非政府组织参与社区治理的过程中，该组织发挥着不可估量的作用，但同时也发现此过程中还存在着一些典型问题。为此结合国外的优秀经验提出一些建议，在促进我国非政府组织自身成长的同时，也能让其更好地参与到社区治理中。

Research on the participation of non governmental organizations in urban community governance in China

Abstract

In order to promote the harmonious development of the relationship between the government and the people, it can provide the relevant requirements and the necessary services to transform the part of the government's responsibilities during the process of urban community governance. It needs to establish an non-governmental mass organizations, different from the government system, to give full play to the self regulatory capacity of the market and social organizations. In addition, in order to basically meet the the gradual rising needs of people's lives, to a certain extent, it also needs informal organizations of all sorts to take part in and give some help.Through the theory of non-governmental organizations, community governance, the development of non-governmental organizations are summarized, and the necessity of their participation in community governance is analyzed.In the process of non-governmental organizations to participate in community governance, the organization plays an immeasurable role, but it also has some typical problems in this process.In this paper, on the basis of the excellent experience of foreign countries, Some suggestions are put forward on promoting the development of non governmental organizations in our country, and it also can participate in the community governance well.
