摘 要

由于我国城市社区治理在理论研究和实践探索上起步较晚，出现了诸如有着浓厚的行政色彩、民间组织在发展上不顺畅、居民的整体参与性不强、整体的工作者队伍较薄弱及没有投入充足的资金等问题。在传统社区治理模式下，社区治理通常是由政府“大包大揽”、直接“操刀”，往往造成机构臃肿、人浮于事。在我国社区治理模式转型的过程中，应倾听更多来自群众的声音以适应时代的飞速发展。此外，积极转变我国社区治理模式还可作为实现我国城市社区发展的重要途径和抓手，在加快转变政府职能、发展社区民间组织、拓宽民众政治参与渠道、提高人民幸福生活指数方面发挥不可替代的作用。在我国的城市社区治理模式和政治管理体制迫切需要进行优化与改革的当下，本篇论文通过借鉴国内外一些城市社区治理模式的优秀成绩和实际经验，对我国未来城市社区治理以及城市社区治理模式的转型发展提出了一些针对性对策和建议。

The Enlightenment of Foreign City Community Governance Mode to China

Abstract

The fact that our city community governance is late in getting started both in theory and practice leads to a series of questions such as strong administrative color, the undeveloped non-governmental organizations, the inactive participation of residents, unqualified community workers and inadequate fund. In the traditional mode of community governance, the government usually undertakes the whole responsibility and adopts measures directly resulting in the bloated occupations and superfluous staff. In the process of community governance model transition, it is an adaptation development that residents’ voice should be taken into consideration. In addition, the positive transition of community governance mode can lay a solid foundation for the development of our city community to transform the government functions, develop the non-governmental organizations, broaden the residents’ political participation channels and increase the residents’ happiness index. Under the circumstances that our city community governance mode and the political management system are in badly need of reform and innovations, this thesis aims to put forward some pertinent countermeasures and advices in terms of our future community governance and the transition of community governance mode by drawing on the experience and achievements of some domestic and international community governance modes.
