摘 要

老龄化时代的到来和老年人日益增长的需求使城市社区的养老问题不断深入我们社会大众的日常生活。从现实情况来看，家庭养老功能正随着时代变迁逐步弱化，机构养老的数量和质量也远远不能满足当下基本的养老需求，因而以居家养老为主、社区提供服务为辅的城市社区养老模式应运而生。针对当前老年人群体多样化的养老需求来打造适合城市社区的养老服务模式，已经逐渐成为社会大众关注的焦点，这逐渐成为社区服务的重中之重。

本文立足于南京市社区养老的现状，以小见大地发现在城市社区养老的实践中，还存在着制度依据不足、资金渠道狭窄来源单一、主体不明确、服务配套不足等现实问题。与此同时，我们参考国内外不同社区形成示范效应的特色社区养老模式，通过经验分析对当下城市社区的养老服务提供进一步参考，并从完善制度建设、打造多元主体、拓宽筹资渠道、提升服务配套这四个角度针对城市社区养老的现实问题提出了一些可操作性较强的对策，以期在我国社会管理创新的大背景下，真正促进社区养老这一新模式在城市社区的进一步完善。

Study on the urban community endowment problem -- a case study of Nanjing City

Abstract

The arrival of the aging of the times and the growing demand for the elderly make the pension problem of the urban community continue to go deep into the daily life of our society. From the point of view of the reality of the situation, the family pension function is with the gradual weakening of the changing times,the quantity and quality of institutional care also can not meet the current needs of the basic pension,which is the main way to home care, community services as the basis of further urban communities pension pattern arises at the historic moment. It should be the focus of our attention to explore the pension service system for the urban community to meet the diversified needs of the elderly, and it should also be a top priority of community work.

Based on the analysis of the existing Nanjing Community pension model,we starting to see small earth found in the practice of urban community pension, there is also a system based on lack of funding channels narrow single source, the subject is not clear, practical problems and inadequate of support services. At the same time, we refer to different communities at home and abroad demonstration effect of the characteristics of community care model to provide further reference to the current urban community pension services through empirical analysis, and puts forward some operable countermeasures of practical problems in city community endowment from four angles of Improve the system construction, build multiple subjects, expand financing channels, improve service package，in the background of social management innovation in China, promote the new model of community care in city community to further improve and create a distinctive urban community contains pension model.
