摘 要

在我们国家一些互联网企业出现了不履行社会责任的情况，由于他们在运营中缺乏法律法规的限制，因此造成了许多违背道德的行为。当前，关于互联网企业在履责过程中的作用的相关文章的研究并不多，大多数还只是研究一般性企业的履责现状和作用，随着社会地发展，网络地壮大，互联网行业的责任是很重要，想要对互联网企业的相关活动实施有效干涉，政府就一定要对其在互联网企业履责作用中有准确的定位。但是专家学者对于互联网企业在履责时，政府在其中所起作用的相关研究还是不够透彻。所以，此论文想从政府角度去探析它在互联网企业履责中的作用，这样既可以为互联网企业履行社会责任方面的研究提供参考价值，也为政府在网络企业履责建设中能够更好的决策提供参考，从而使政府发挥更大的作用。

Abstract

At present, many internet companies in our country exists the phenomenon of lack of social responsibility.Because the network enterprise in the process of production and business operation with no clear legal norms, so as to make the immoral economic behaviors exist. At present, on the Internet, the role during the process of fulfillment of the responsibilities of related articles of the research is not much, most just the general status of fulfillment of the responsibilities and role of enterprise. With the development of the society and network, it is important for internet companies to.In order to intervention activities of enterprises effectively on the Internet,.The government must have acorrect in the development of internet companies.But experts and scholars for internet companies in the performance of social responsibility, the role played by government research thoroughly enough. Therefore, this article attempts from the network of corporate social responsibility of the government responsibility, for further study on the network enterprise social responsibility play a role, but also for the government the decision-making to provide the reference in the fulfillment of the network enterprise responsibilities construction, making the government play a more important role.

这几年来, 随着计算机、因特网技术的发展和普及,网络的经济大潮已经席卷到整个世界, 一个国家的上网程度,也已经被用作衡量一个国家的国力的一项重要指标。互联网在中国的发展中有着超大的发展空间, 网络企业的发展也正一步一步的改变着经济的增长方式和人们的生活方式,但是这些新兴互联网企业应该如何的发展呢，是业界最关心的也是最核心的问题。从2003年至今,国家的信息产业部在不断的加大力度对互联网企业进行管, ICP市场也正在走向健康的、规范化的发展道路。如尽管阿里巴巴、新浪、网易和腾讯等许多网络企业已取得很大的成功, 但是他们在履行社会责任的方面还是存在着很多的问题。为了促使我国的互联网企业能够在政府的管制下更好的履行相应的社会责任，让他们健康的顺利发展,使更多的国家、群众能够搭乘到信息大时代的快车，一起来共享互联网福利。因此，政府促进其履行什么样的责任？怎样推动其履责？这些种种问题的研究，使政府去促进互联网企业的良性成长与壮大起着十分重大的作用。更何况，因为我国国情，决定着政府在推动互联网企业履责过程中担负着比其它国家尤为艰巨的责任。
