摘 要

当前，我国正处于社会主义市场经济转型期，社会矛盾凸显，社会问题也不断增多。政府试图通过制定各项不同的公共政策来分配社会价值，规范社会行为，解决社会问题。然而由于现实情况的特殊性，仅仅依靠政府很难制定出科学合理的，能代表公共利益的公共政策。社会组织以其独有的优势参与到公共政策的制定过程中也成为必然。同时，由于社会组织建设和外部发展环境的制约，使社会组织在公共政策制定过程中往往不能发挥最大的优势。本文的目的在于探讨社会组织对公共政策制定的重要价值，分析社会组织公共政策制定参与的现实境况，最终探究解决的对策。

本文主要分为三部分，第一部分详细阐述社会组织与公共政策的相关概念，以及分析社会组织参与公共政策制定的重要意义，为下文做铺垫。第二部分探讨社会组织公共政策制定参与的现状与困境。文章的最后，在前文的基础上，从不同的方面提出解决对策，使社会组织最大限度地发挥作用，保障公共利益。

The study on the participation of social organizations in the formulation of public policy

Abstract

At present, our country is in the transition period of the socialist market economy, the social contradiction is prominent, and the social problems are also increasing. The government tries to allocate social value, regulate social behavior, and solve social problems by making different public policies. However, due to the particularity of the reality, it is difficult to establish a scientific and reasonable public policy, which can represent the public interest. It is inevitable that social organizations participate in the formulation of public policy with their unique advantages. At the same time, because of the restriction of social organization and external development environment, the social organization can not play the biggest advantage in the process of public policy making. The purpose of this paper is to discuss the significance of social organization to public policy making, analyze the actual situation of public policy, and finally explore the countermeasures.

This paper is divided into three parts, the first part expounds the relevant concept of social organization and public policy in detail, and analyzes the significance of social organizations to participate in public policy formulation, paves the way for the following. The second part studies the present situation and the dilemma of social organization's participation in public policy making. Finally, on the basis of the above, putting forward the solving countermeasures from different aspects, to maximize the role of social organizations and protect the public interest.

一、社会组织参与公共政策制定的内涵及价值

本文研究课题是社会组织参与公共政策制定，在此之前，对相关概念进行简单的界定和阐述，为后文深入探讨这一问题打下坚实的理论基础。

（一）社会组织参与公共政策制定的内涵

1.社会组织

学术界对于社会组织这一概念的界定有很多，经过归纳总结，我将社会组织定义为：能够参与社会管理，为某一领域提供公共服务的具有民间性、非营利性、服务性、自愿性的组织。社会组织具有参与社会管理、提供公共服务、分配社会资源、缓解社会矛盾及政策倡导等功能，通常包括社会团体、民办非企业单位、各类公益性基金会等。
