摘 要

21世纪，随着经济迅猛发展与社会进步，我国公民的参政意识不断提高，城市居民对所住社区的参与意识也不断增强，对社区功能的诉求更加多元。目前由于城市社区协助政府承担了许多公共事务，行政化倾向明显，社区的自治功能不强，不能满足社区居民的多元化需求，因此推进城市社区自治建设，与我们每个城市居民息息相关，它是城市改革、发展的必然趋势。加强城市社区自治建设，有利于推进城市基层的民主政治建设，调动城市居民参与社区事务管理的积极性，增强社区的管理和服务功能，因而研究城市社区自治建设有重要意义。

本文通过查阅文献，界定城市社区自治的相关概念、功能与内容，分析我国城市社区自治建设的现状及其自治模式案例，梳理出城市社区的主要问题，如社区管理的行政化倾向、基层党政组织过度集权、居民自治权流于形式、利益诉求途径不畅、社区居民参与度不高等。针对问题，分析成因，并提出解决问题的对策，如完善相关城市社区自治的法律法规及政策、科学定位政府与社区自治的关系、健全社区居民自治的经费机制等，为我国城市基层民主建设建言献策，进一步加强城市社区自治建设，提高社区自我治理和自我服务功能。

Studies of Urban Community Autonomy Construction

Abstract

In twenty-first Century, with the rapid economic development and social progress, political participation consciousness of our citizens continue to improve, the city residents to participate in community awareness of the living is also growing, the demands for more diverse community features. At present, because the urban community to assist the Government's commitment to a number of public services, administration clear tendency, autonomous functions of the community is not strong, can not meet the diverse needs of community residents, thus promoting the self-construction of urban communities, with each of us city dwellers are closely related, it is the inevitable trend of urban reform and development is to improve the quality of life of urban residents an important measure. Strengthen the construction of urban community autonomy, it will help promote the construction of urban grass-roots democracy, mobilize the enthusiasm of the city residents to participate in community affairs management, enhance management and service functions of the community, and thus of urban community autonomy is important.

Through literature, the definition of urban community autonomy concepts, functions and content analyzes current situation and autonomous mode Case Urban Community Self Construction in China, to tease out the main problems of urban communities, such as the tendency of the executive management of the community, Local Government organization excessive centralization, poor residents of autonomy, saying the way interest demands, community participation is not high. Solve the problem, analyze the causes and proposed solutions to this problem, such as improving the relevant city community autonomy laws, regulations and policies, scientific orientation relationship between government and community autonomy, to mobilize residents to participate in community autonomy initiative, funding mechanisms and improve the community autonomy, etc. for China's urban Grassroots.
