摘 要

近些年,随着社会转型的不断深入,社会更加多元化，社区居民需求也越来越多元化，要求社区服务类社会组织向多层次发展。社区服务类社会组织在社区发展中担任了重要的角色，并且作用越来越重要。然而，社区居民的多样化需求已经不能被社区服务类社会组织提供的服务所满足，因此研究社区服务类社会组织具有重要意义。

本文分析了社区服务类社会组织发展的现状,从发展情况的整体来看，存在着服务类组织制度不健全、缺乏管理条例、服务类组织的内部结构不合理、缺乏专业服务人才、组织缺乏独立性等问题。针对这些问题本文提出了如下方案,完善现有法规政策、制定管理条例、完善组织内部结构、培养专业服务人才队伍、加强组织的独立性，以此来促进社区服务类社会组织的可持续发展，使得社区服务类社会组织提升服务能力提供更多的优质服务，满足居民需求，推动社会和谐发展。

Research of China’s Urban Community Service Class Social Organizations Development

Abstract

In recent years, with the deepening of social transformation, more diversified society residents demand more and more diverse, requiring community service class multi-level development of social organization. Community service class society organization play an increasingly important role in community development. However, the service community service class community organizations can not fully meet the diverse needs of community residents, so the research community service type of social organization is important.

This paper analyzes the current situation of community service class development of social organizations, from the overall development situation, there is no service organization system is not perfect, the lack of regulations, the internal structure of the service class organization unreasonable, lack of professional service personnel, lack of organizational independence and other issues. In this paper, for the problem and Promoting the Development of Urban Community Service class social measures, improve the existing regulations and policies, training professional services personnel, strengthen the independence of the organization, in order to promote community service sustainable Development category of social organization, making community service class society organizations to enhance service capabilities to provide more quality services to meet the needs of residents, and promote social harmony.

当前,我国社会正处在转型期，社会结构、经济结构和价值观等都发生了剧烈的变化，社区建设的快速发展也带动了社会组织的增加。尤其在城市化进程中，社区作为整个社会的细胞，社区的发展和建设显得尤为重要，而社区服务类的社会组织在社区发展中又承担了重要的角色。随着经济社会的发展和人们对物质文化生活等多样性的需求，社区服务类社会组织正在各个领域内兴起,尤其是在提供公共产品和公共服务、参与公益事业、丰富居民文体活动等方面有着不可取代的作用。
