摘 要

近年来，随着社会政治经济的深入发展，社会需求日益多元化，尤其在突发事件、重大自然灾害、以及大型赛事活动中，对志愿服务的社会需求越来越突出，发展志愿服务在一定程度上弥补了政府公共服务的不足。目前，志愿服务在其现实中存在诸多问题，不能持续稳定的发挥作用。因此，应该建立健全志愿服务制度，研究政府资助志愿服务制度，对促进社会和谐发展有重要意义。

本文针对政府资助志愿服务制度问题进行研究分析，从梳理志愿服务现状入手，归纳政府对志愿服务资助中存在的问题，如：法律法规不健全，资金不足等。在借鉴国外的成功的经验基础上，提出解决政府资助志愿服务问题的对策，如在政策、资金等方面增强政府资助力度，并使志愿服务制度化，推动志愿服务的健康持续发展，提升志愿者的优质服务，以满足越来越多样化的社会需求。

Abstract

In recent years, with the deepening of political and economic development of society, the needs of an increasingly diverse society, especially in emergencies and major natural disasters, as well as major sports events, the social demand for more and more outstanding volunteer service, development of volunteerism in certain extent make up for lack of government public services. Currently, there are many problems volunteer service in their reality, not steady work. Therefore, we should establish a sound system of volunteer service, research government-funded voluntary service system, to promote the harmonious development of society is important.

In this paper, the government-funded voluntary service system problem analysis, starting from the carding status quo of voluntary service, summed up the government-funded voluntary service existing problems, such as: inadequate laws and regulations, lack of funds and so on. Learn from the successful experience of foreign countries on the basis of government-funded voluntary service propose solutions to this problem, such as enhanced in terms of policy, funding and other government-funded efforts to institutionalize volunteerism and promote healthy and sustainable development of voluntary service and enhance volunteer quality services to meet the increasingly diverse needs of the community.

一、政府资助志愿服务概述

（一）研究背景意义

1．研究背景

19世纪初现代志愿服务(volunteer service)兴起。志愿服务的来源是宗教的慈善活动开展的服务。国外的志愿服务的事业主要是由教会推动产生和发展的,志愿服务进入萌芽时期。西方很多国家在19世纪末20世纪初就陆陆续续的通过了关于社会福利发展的法律法规。志愿服务逐渐受到了政府的重视和鼓励，逐步向着规范化的轨道发展。随着时代的推移，志愿服务活动的开展越来越受到各国的重视。1985召开的第40届联合国大会通过决议，将每年的12月5日定为“国际志愿者日”。

我国真正的现代意义上的志愿服务出现在20世纪80年代末，政府的民政部门领导的，街道为主体，居委会为辅助的建立起社区的志愿服务模式^[1]。1949年新中国成立以后，我国的志愿服务更多的以政治性活动继续发展。1994年底由共青团中央系统自上而下发起的青年志愿者协会成为我国另一个规模巨大的志愿服务组织。伴随着改革开放的持续深入进行，中国志愿服务事业也得到了迅速的发展。伴随着改革开发持续深入，中国志愿服务事业发展迅速。政府部门和群团组织越来越重视志愿服务，民间志愿组织也随之蓬勃发展起来。因为北京奥运会、汶川大地震等其他重大事件需求的激发，2008年我国志愿者队伍人数至少增加了1472万。
