摘 要

随着改革开放的不断深入，市场经济体制的逐渐建立和社会转型的全面展开，越来越多的社会公共问题已引起中国社会的极大关注，且由于我国的特殊国情与经济发展水平的差异，人民的物质文化需求不断日益增长，由此导致我国公共服务水平存在严重的脱节。当前，中国正处于现代化进程加速时期，同时也是构建社会主义和谐社会的重要时期，如何提高政府公共服务能力以应对转型时期的各种新问题，制定相应的发展战略，选择合理的行政管理模式已经成为各级政府工作的重中之重。本文从政府的公共服务能力的理论阐释、我国公共服务能力的现状及分析、提升公共服务能力的路径、服务型政府的建设、公共财政能力的提升、公务员能力建设等方面切入，系统总结政府公共服务能力建设的以往的基本经验，阐释我国政府公共服务能力建设的基础、内容及其趋向，从宏观上对我国公共服务能力构建进行深层次挖掘，细致分析当前掣肘政府公共服务能力建设的诸多问题，以求能为当代中国政府公共服务能力提升提供有益的路径选择，从而促进中国公共行政改革与发展的不断进步。

On the route choice of improving public service ability of government

Abstract

With the continuous deepening of reform and opening up, market economy system has been established and social transformation in full swing, more and more social public issues has caused great concern to the Chinese society and due to the difference of our country's special national conditions and the level of economic development, People's material and cultural needs and constantly growing, thereby resulting in our public services there is a serious disconnect. At present, China is in the process of modernization accelerating period, but also to build a socialist harmonious society in an important period, how to improve the government's public service capacity to cope with the transition period of all kinds of new problems, formulate corresponding development strategy, has become the top priority in the work of the government at all levels is the selection of reasonable administrative management mode. This paper from the theoretical aspects of the meaning of the government's public service capacity, the ability of the Public Service status quo and analysis, improve public service capacity of the path, service-oriented government, improve the civil service capacity building of public finance and other cuts, systematic summary of the government's public service the basic experience of past capacity building, explain the basis for the government's public service capacity building of our country, content and trends, from the macro to build the capacity of public services for deep-level mining, detailed analysis of the current problems the constraints the government's public service capacity building, in order to provide a useful path selection for the contemporary Chinese government to improve public service capacity, so as to promote the continuous progress of China's reform and development of public administration.

一、基本概念及相关理论依据

（一）政府公共服务能力的内涵与外延

1.政府能力的内涵

政府能力作为影响政府好坏评价的关键因素，一直以来都是学界关注的焦点，关于政府能力学者们立足于不同的角度来进行研究，并没有形成统一的看法。

首先从政府职能角度分析，“政府能力就是承担或实现其职能的主观条件和能量”^[1]。其次从政府公共政策的角度来分析,“所谓政府能力，就是指政府能不能制定一个切合实际的政策,能不能有效地推行和贯彻这种政策,能不能持续稳定地将这种政策引向深入的能力”^[2]。从政府环境（客体）角度出发，美国学者阿尔蒙德认为：“抽象地说，政府能力是指政府能否成功地适应环境挑战的程度”^[3]。
