摘 要

改革开放以来，我国在社会主义市场经济的发展过程中取得了巨大而备受瞩目的进步，但在发展过程中,也不可避免的遇到一些问题。政府和市场相继出现失灵，为求得政府与市场的平衡以实现社会的稳定发展,社会组织应运而生。近年来，我国政府不断推进行政体制改革和政府行政职能转变，政府机关精简使得一些行政审批事项和准行政职能逐渐下放给社会组织。与此同时，社会组织也已经成为推动社会经济发展的重要力量。在社会组织推动社会发展的同时，由于社会组织法制建设落后、管理制度不健全等原因,社会组织腐败问题日益严重，这也严重影响了其功能的发挥，阻碍了社会组织的良性发展。

本文在前人的研究成果及实践经验的基础上，分析了社会组织腐败的现状及特点，进而分析了社会组织发展存在的问题，最后就如何遏制社会组织腐败提出了自己的对策建议。

The social organization corruption and the research of social organization

Abstract

Since China's reform and opening up, in the process of the development of the socialist market economy in our country has made great progress, but in the process of development, also inevitably have some problems. The government and the market are corrupting , in order to get the balance in the government and the market and realize the stable development of society, social organization arises at the historic moment. In recent years, our government continuously promote the reform of administrative system and government function transformation, some administrative examination and approval matters and quasi administrative functions gradually shift to social organizations. Social organization has become an important force to promote the development of economic and social, undertake important carrier in the construction of the government functions. In social organizations to promote the development of the society at the same time, due to the backward social organization and the legal system, management system is not sound reasons, such as social organizations, the serious corruption problem which seriously

influence the exertion of its function.

Based on previous research results and practical experience, on the basis of analyzing the present situation and characteristics of corruption, social organization, in turn, analyzes the problems existing in the development of social organizations, the last on how to curb corruption social organization puts forward the countermeasures and Suggestions of their own.

一、社会组织腐败概述

（一）概念的界定

1．社会组织

社会组织是按照法律法规建立的、相对独立于国家政府机关以及企业的，在社会成员自愿参加、自主管理和自我组织的基础上，将社会公共利益作为活动宗旨的非盈利性、非政治性的组织。^[1]

从广义上看，社会组织是众多社会成员为了达成其共同的目的，进行共同活动组成的一个内部有序的稳定的社会群体状态。所以我们所看到的大多数社会经济组织、政治组织和文化组织都属于广义的社会组织。
