摘 要

高校是社会重要的组成部分，高校的稳定是确保社会稳定的重要方面。随着经济的快速发展，社会结构的不断变化，高校存在着不同程度的不稳定因素。高校作为人员集中，人才聚集的场所，如果高校师生安全意识不强，管理和防范措施不严，就容易爆发突发公共事件。因此，高校突发公共事件应急管理研究显得尤为重要与迫切。高校突发公共事件应急管理研究的目的是要建立和完善高校突发公共事件的应急管理，构建易操作便捷的高校突发公共事件处理工作与机制，实现制度创新，为构建和谐校园打下坚实的基础。高校突发公共事件应急管理是指高校管理者在高校或高校师生面临潜在突发公共事件威胁的情境下，为达到有效的预防，处理和化危机为契机等目的，通过对高校突发公共事件预警机制的构建、制订高校突发公共事件的预案、高校公共突发事件处理、高校突发公共事件恢复等采取一系列有组织，有计划，有步骤的应对行为的动态管理过程。

Reseach on the countermeasures of emergency management in the university

Abstract

Universities is an important part of society, realize the stability of universities is to ensure that an important aspect of social stability. With the rapid economic development, changing social structures, institutions of higher learning there are different degrees of destabilizing factors, institutions of higher learning as a staff-intensive,professionals gather often become public emergencies-prone areas, if the safety awareness of college students not strong, strict management and preventive measures, it is easy to break out of public emergency. Therefore, universities public emergency management for the disposal of research is important and urgent. Public Universities system emergencies disposal purpose of the study is to establish and improve the public universities emergency management ,through the operation of public universities may be convenient to deal with unexpected events work and the establishment of the mechanism to achieve system innovation, to building a harmonious campus lay a solid foundation. Public Universities system is disposed of unexpected incidents refers to administrators and students in universities are facing a potential threat to public emergency situations, in order to achieve an effective prevention, and treatment of the crisis as an opportunity, such as the purpose of public universities through the sudden events to build early-warning mechanism, public universities to develop plans for emergencies, deal with unexpected incidents of public universities, institutions of higher learning, such as the restoration of public emergencies has adopted a series of organized, planned, steps to deal with the dynamics of behavior management process.

一、引言

当前，我国处在社会转型期间，经济体制深刻变革，社会结构深刻变动，利益格局深刻调整，思想观念深刻变化。在这样的社会背景下，多种思想相互激荡，导致价值标准、价值取向趋于多元化。特别是随着社会竞争的加剧，社会成员心理极易失衡，思维方式、行为方式容易失态，导致突发公共事件频繁发生。管理学、社会学、政治学、教育学、心理学等相关学科都已将如何有效地控制和解决突发公共事件，尽可能地减少损失，避免造成大的社会动荡，作为一个研究热点，给予了高度的关注。近年来高校生存与发展的环境在不断的发生变化，一些“突发公共事件”扰乱了高校原有的正常教学秩序，同时也威胁到了学校广大师生的安全。众多事例可见，人群密度高的高校是突发公共事件发生的易发地。高校突发公共事件的不断发生，不仅严重干扰学校正常的教学、工作和生活秩序，还给高校带来了巨大的经济损失和名誉损失。一旦处理不当，还将威胁到高校自身的发展乃至整个社会的稳定大局。
