摘 要

随着社区建设在中国的不断发展,社区基金会这一组织通过集结社区内外各方资源和力量，致力于解决社区公共事务问题并改善社区居民的生活质量，促进社区可持续发展。然而由于社区基金会在我国发展较晚，目前我国社区基金会的建设依然处于初级阶段，社区基金会在数量上存在着地区发展不平衡的问题，在质量上也参差不齐，还尚未形成完整成熟的管理体系。当前我国的社区基金会在发展过程中存在着缺乏制度保障、缺乏专业人才、社会资源不足等方面的问题，因此，努力探索出一条适合中国国情的社区基金会发展的道路是当务之急。

本文主要分为四部分，第一部分通过查阅大量相关文献和研究，对于社区基金会这种做出明确定义，分析社区基金会的特征并指出与其他社会组织的区别，再分析社区基金会的价值。第二部分，介绍社区基金会的兴起及现状。第三部分，分析我国社区基金会发展过程中存在的问题与困境。第四部分，根据我国实际情况，提出具有针对性和现实操作性的合理对策以促进我国完善和发展社区基金会。

Research on the Dilemma and Path of Community Foundation Development

ABSTRACT

With the continuous development of community construction in China, community foundation is committed to solving the problems of community public affairs and improving the quality of life of community residents and promoting the sustainable development of community by gathering resources and strength from all sides inside and outside the community. However, due to the late development of community foundations in China, the construction of community foundations in China is still in its infancy. There are imbalances in the number and quality of community foundations, and a complete and mature management system has not yet been formed. At present, there are some problems in the development of community foundations in China, such as lack of institutional guarantee, lack of professionals and insufficient social resources. Therefore, it is urgent to explore a suitable way for the development of community foundations in China.

This paper is mainly divided into four parts. The first part makes a clear definition of community foundations by consulting a large number of relevant literature and research, analyses the characteristics of community foundations and points out the differences with other social organizations, and then analyses the value of community foundations. The second part introduces the rise and current situation of community foundations. The third part analyses the problems and difficulties in the development of community foundations in China. The fourth part, according to the actual situation of our country, puts forward reasonable countermeasures with pertinence and practical operability to promote the improvement and development of community foundations in our country.

本文研究课题是社区基金会发展的困境与路径研究，在此之前，对相关概念进行简单的界定和阐述，为后文深入探讨这一课题打下坚实的理论根基。

1.社区基金会的概念

在1914年美国成立了全球第一个社区基金会，到现在为止已经100多年了。因此，美国的社区基金会发展时间长、体系较为完善。美国社区基金会的社区，不仅仅指某一居住的社区，而是指在某一区域或者某一个地区，即在该地区利用当地的资源来解决公共事务问题，也就是说，利用自己的资源推进当地的可持续发展。社区基金会通过联合社区的各方力量（如资金、人才等），发展本地区的慈善事业。该地区的事务由社区居民组成的董事会负责管理，然后社区通过第三方非营利组织进行运作，保证透明化公开化。
