摘 要

在社会组织蓬勃发展的今天，社会组织对社会的影响越来越大。他们活跃在政治、经济、慈善等社会活动中各个邻域，为维护社会稳定、促进社会发展做出了巨大贡献。而我国目前的社会组织登记制度还存在许多缺陷，导致普通的社会组织登记难，运作难，严重阻碍了社会进步。鉴于此，社会组织登记制度的改革势在必行。所以，社会组织登记制度改革问题研究是一项特别重要且相当紧迫的课题。本文一共分为三个部分，第一部分简述了社会组织登记制度的概念，对我国的社会组织和社会组织登记制度进行了定义,以及对于我国社会组织登记制度的具体要求进行阐述，主要从社会组织登记的法律法规和社会组织的登记条件来介绍；第二部分具体分析了我国社会组织登记管理过程中存在的问题；第三部分是从社会组织自身、政府、社会等方面寻找解决的办法，并提出了完善我国社会组织登记制度的几点建议。

Abstract

With the development of vigorous social organizations, social organizations have a big effect on the society. They are active in the political, economic, charitable and other social activities, for the maintenance of social stability, promote social development has made great contributions. But the current social organization registration system of our country still has many defects, which leads to the difficulty of the general social organization registration, the operation is difficult, and the social progress is seriously hindered. In view of this, the reform of social organization registration system is imperative. So, the research on the reform of social organization registration system is a very important and urgent task. The first part describes the concept of social organization registration system for China's social and social organizations are defined in the registration system, the social organization of our country and the concept of social organization registration system definition and specific requirements for social organization registration system of our country.It mainly explain from the social organizations registration laws, regulations and social organization registration conditions; the second part of a detailed analysis of the social organizations in our country in the process of registration and management; the third part is seeking the solution from the social organization itself, the government, society and so on, and puts forward some suggestions to perfect the registration system of social organizations of our country.

一、社会组织登记制度概述

本文主要研究的是社会组织登记制度改革问题，为此针对社会组织和社会组织登记制度的概念和特征做了解释。通过对概念的界定，可以结合这两点来看下文社会组织登记制度中所面临的问题及对策研究。

1．社会组织的概念

《社会团体登记管理条例》中定义“社会团体是指中国公民自愿组成,为实现会员共同意愿,按照其章程开展活动的非营利性社会组织。”^[1]

清华大学教授王名在《非营利组织管理概论》中认为社会组织的三个基本属性是非营利性、非政府性、志愿公益性或互益性。
