摘 要

火灾是一种突发性事件，对人身、财产的安全产生危害，与现代陆地上的石油化工企业等类型的火灾相比，船舶火灾更具有毁灭性，船舶在海洋上航行，没有岸基消防的支持，灭火更具困难性。船舶消防演习是预防火灾事故发生以及火灾救援的根本，定期进行船舶消防演习有助于船上人员有效地处理火灾这一紧急情况，通过消防演习可以帮助船上人员建立火灾事故的救援体系，训练船上人员的协同作战能力。SOLAS公约及相关规则对船舶消防演习和船上人员培训提出具体的要求，为船舶更好地开展消防演习提供理论支持，船上人员基于规则具体要求即可完成日常的训练任务。

首先，介绍SOLAS公约对船舶消防演习的要求和一般的演习流程，介绍了“长航幸海”轮船舶消防设施的配备情况和人员安排情况；其次，对船舶消防设施的日常维护提出建议，主要设施包括水灭火系统、固定灭火系统、烟雾探测系统、消防员装备、应变部署表和防火控制图；人员配置方面要求船员要明确自身责任。最后，分析“长航幸海”轮船舶消防演习中存在的缺陷，提出建议，制定“长航幸海”轮消防演习基本要求并对演习流程进行有限的优化。

ABSTRACT

Fire is a kind of emergency, which endangers the safety of people and property. Compared with modern land-based petrochemical enterprises and other types of fires, the ship fire is more destructive. Ships sail on the ocean without shore-based fire protection Support, fire fighting is more difficult. Ship fire drills are the basis for preventing fire accidents and fire rescue. Regular ship fire drills can help crew effectively deal with the emergency situation of fire. Fire drills can help crew establish a fire accident rescue system and train crew. The SOLAS Convention and related rules set specific requirements for ship fire drills and crew training, and provide theoretical support for ships to better carry out fire drills,crew can complete daily training tasks based on the specific requirements of the rules.

Firstly, introduce the requirements of the SOLAS Convention on ship fire drills and the general ship fire drill , and introduce the deployment and crew arrangements of the ship's fire fighting facilities of the m.v. "Changhang Xinghai"; Again, make recommendations for the daily maintenance of the ship’s firefighting facilities. The main facilities include water fire extinguishing systems, fixed fire extinguishing systems, smoke detection systems, firefighter equipment, fire plan. In terms of crew, mainly suggestions for responsibilities. Finally, analyze problems in the fire drill of the m.v. "Changhang Xinghai", make a suggestion, set basic requirements of the m.v. 第一章 绪论

1.1 研究背景

在国外港口国监督检查中，船舶不能有效地实施消防演习被港口国滞留，船舶的安全管理存在问题。在船舶检查时发现存在着船舶消防演习内容不满足 SOLAS 公约要求，消防应急指挥和组织不到位、演习流于形式、船员职责不清、不能正确使用消防设备等情况。导致船舶不能通过检查，更重要的是当船舶真正发生紧急情况时，船员无法做出应急反应，造成无法挽救的后果。

1.2.1研究的目的

船舶不规范的消防演习会对船舶发生火灾时的应急安排产生不利影响，严重的会影响到船舶的运输作业安全。船舶不规范的消防演习主要有船员对消防演习的不重视、船舶安全管理的疏忽等原因影响。因此，解决船舶消防演习中的隐患是迫切的现实需要，保证船舶的运输作业安全。本研究为解决船舶消防演习存在的缺陷及问题，结合船舶演习的现有流程，根据SOLAS公约的要求对流程进行优化。

本研究的目的是通过基于“长航幸海”轮的实习经历，结合国际国内相关的法律法规和规范规定，充分联系该实习船消防设备配备、船员配置以及实习生安排等情况，对该轮船舶消防演习存在的问题展开系统分析。针对消防演习存在的缺陷和问题，提出改正建议，对“长航幸海”轮的船舶消防演习流程进行优化。为同类实习船在有无实习生在船两种情形下均能更好地开展船舶消防工作提供良好参考。

1.2.2 研究的意义

规范的船舶消防演习流程是保证船舶发生火灾时人员能够按照应变部署表上的责任要求进行部署的前提，最大限度上减少人员伤亡和财产损失。改正消防演习流程中的缺陷是迫切的现实需求。SOLAS公约对船舶消防演习的流程进行了规范要求，基于这些理论支持，对船舶消防演习流程进行系统分析，在分析问题的过程中，将自身的理论知识应用到优化船舶消防演习流程中，研究的理论成果同样可以延伸到船舶上其他的应急演练。
