摘 要

天津港是我国沿海的主要港口，是京津冀地区综合运输体系的重要枢纽和对外贸易的主要口岸。同时，天津港是华北和西北地区能源的中转港，承担着北方地区百分之二十以上的外贸进口铁矿石运输，也是我国北方主要煤炭下水港之一。随着港口建设规模和速度日益增大，船舶交通变得更加拥堵，船舶在港口滞留，锚地水域被占用等情况比较严重，但是由于天津港区锚地水域受到限制、锚地水域的自然条件较为特殊，导致了锚地水域的锚泊事故频繁发生。锚地的锚泊安全关乎港口的发展和船舶的安全，因此对天津港锚地锚泊的安全进行分析显得尤为重要。

适时开展对天津港4#锚地锚泊安全论证和研究，对港口的通航安全具有现实意义。本文通过专家咨询、问卷调查、专家打分等方法获取影响4#锚地锚泊船安全的主要风险因素，采用层次分析结合模糊数学方法找出了锚泊船可能存在的安全隐患，并对锚泊安全综合评价。结合天津港4#锚地锚泊安全的研究，提出具有针对性的船舶锚泊安全保障措施，对船员、航运企业以及有关单位提供一定的参考。

Abstract

Tianjin port is the main port along the coast of China, the important hub of the comprehensive transportation system and the main port of foreign trade in Beijing Tianjin Hebei region. At the same time, Tianjin port is a transit port of energy in North and Northwest China, which undertakes more than 20% of the import iron ore transportation in North China, and is also one of the main coal launching ports in North China. With the increasing scale and speed of port construction, ship traffic becomes more congested, ships stay in the port, and anchorage waters are occupied. However, due to the limitation of anchorage waters in Tianjin port area and the special natural conditions of anchorage waters, anchorage accidents occur frequently. The anchorage safety of the anchorage is related to the development of the port and the safety of the ship, so it is very important to analyze the anchorage safety of Tianjin port.

It is of practical significance for the navigation safety of Tianjin port to carry out the demonstration and Research on the anchorage safety of the four anchorage areas. In this paper, through expert consultation, questionnaire survey, expert scoring and other methods to obtain the main risk factors affecting the safety of number four anchor ships, using AHP combined with fuzzy mathematics method to find out the potential safety risks of anchor ships, and to make a comprehensive evaluation of the safety of anchor ships. Combined with the research on the anchorage safety of Tianjin port number four anchorage, this paper puts forward the targeted measures to ensure the anchorage safety of ships, which can provide certain reference for the crew, shipping enterprises and relevant units.

1.1 研究背景意义

水路运输成本低廉且运输能力强大，在货物运输中扮演着重要角色。随着航运业的繁荣发展，海损事故时有发生，对人员生命和财产安全造成一定程度的危害。

作为京津冀区域海上门户的天津港，是我国首都北京这么多年以来一直的主要出口地，也是我国沿海的主要港口之一，正因如此，庞大的交易量和重点程度都使得天津港逐渐成为我国一个非常重要的交通综合枢纽，并且天津港志在万里，开放水平正在进行全方位提升，努力建设成为服务全面开放的国际枢纽港口。南部大沽口、大港、高沙岭等港区集聚发展，并在海上货物运输取得了积极的进展。
