摘 要

鄂州港五丈港锚地水运地理位置十分优越，位于长江下游巴河水道。五丈港锚地水域船舶运动态势复杂，交通流密集。在本锚地内锚泊船由于出链长度不足、锚泊方式不当、主管单位管理疏松以及风、流、能见度等因素的影响，易发生船舶走锚、断链等事件，严重时导致船舶碰撞、搁浅等事故，危及附近锚泊或在航船舶的安全。

本文以鄂州港五丈港锚地为研究对象，通过文献查阅的方法查阅国内外相关资料、期刊、书籍，充分搜集鄂州港五丈港锚地的相关资料，充分了解国内外有关锚泊安全的研究，分析影响锚泊船锚泊安全的因素。在此基础上，向专家、船员及锚地相关人员通过问卷调研收集了影响五丈港锚地船舶锚泊安全的风险因素重要度，建立层次结构模型，结合问卷调查结果，展开了影响锚泊风险因素重要性比较。论文进一步运用层次分析法对各风险因素进行定量分析，并通过判断矩阵对五丈港锚地的锚泊安全要素进行重要性排序。藉此本文分析提出相应的锚泊安全保障措施，期待为相关单位和人员等在同类锚地锚泊安全管理方面提供一定的参考。

Abstract

Wu-Zhang-Gang anchorage of E-Zhou Port is located in Ba-he water channel, the lower reaches of the Yangtze River. The ship movement in the anchorage area of Wu-Zhang-Gang is complicated with dense traffic flow. Due to the impact of factors such as insufficient chain length, improper anchoring operation, loose management by the competent authorities, wind,current and visibility, anchoring and chain breaking of ships are easy to occur in this anchorage, which will lead to ship collision, grounding and other accidents in serious cases and endanger the safety of ships anchored nearby or in navigation.

Taking Wu-Zhang-Gang anchorage of E-Zhou Port as the research object, this paper fully collects relevant information of Wu-Zhang-Gang anchorage of E-Zhou Port by referring to relevant materials, periodicals and books at home and abroad by means of literature review, so as to fully understand the research on anchorage safety at home and abroad and analyze the factors affecting anchorage safety of ships. On this basis, the importance of risk factors affecting ship anchorage safety in Wu-Zhang-Gang is collected through questionnaire survey among experts, crew members and relevant personnel of the anchorage, and a hierarchical structure model is established to compare the importance of risk factors affecting anchorage. In this  paper  use the Analytic Hierarchy Process to carry on the quantitative analysis to each risk factor, and through the judgment matrix carries on the importance order to the anchor safety factor of Wu-Zhang-Gang port anchorage ground. This paper analyzes and puts forward the corresponding anchorage safety guarantee measures, expecting to provide some reference for relevant units and personnel in the safety management of similar anchorage.
